Due to the election next week, the Council meeting will be on Wednesday, October 7.


The Municipal Election on Tuesday, October 6 includes:


–          General Obligation Bond questions for funding for capital projects;

–          A charter amendment to change the number of signatures required for direct legislation by voter initiative and require that such initiatives be submitted to voters only at general elections or regular municipal elections;

–          A charter amendment proposing that only a title and summary be required on ballots for future charter amendments;

–          A charter amendment requiring the advice and consent of the Council for the appointment of the Police and Fire Chiefs;

–          An ordinance adopting a municipal 1/8 cent gross receipts tax for capital improvements to the BioPark.

Legislation of Interest

  • Decriminalization of Marijuana R-15-243 and O-15-60 (Garduño, Benton) was vetoed by the Mayor.  Council will consider a veto override at the meeting on Wednesday, October 7.
  • PRC Representation R-15-257 (Benton):  I am introducing a bill to have the City withdraw from New Mexico Industrial Energy Consumers (NMIEC), an industrial energy users group that has handled the City’s Public Regulation Commission (PRC) representation since 2011.  NMIEC’s majority stakeholders supported the previous San Juan Generating Station Coal Replacement proposal by PNM, which the City Council and Mayor determined was not in the City’s best interest.  Next, the PRC will consider the proposed rate increases for residential and small business customers while giving rate reductions to large commercial and industrial users, which again illustrates the disconnect between NMIEC’s members and the City.  The legislation calls upon the City to work with the County to jointly represent our local government interests.  This bill will be heard on Monday, October 19.
