/> April 4, 2012</p><p> The April 2012 regular monthly meeting of the Downtown Neighborhoods Association was held at the Harwood Art Center, pursuant to prior approval.<br
/> Board members in attendance: Robert Bello, Miriam Ortiz y Pino, Ric Higginbotham, Jacque Wright, Lindi Anderson, David McCain, Bob Yuhas, Dick Deichsel, Holly Siebert, Reba Eagles, Chan Graham, Melanie Lewis, Curtis Hunt and Rick Miera.  One board member was absent. Six other neighbors also attended. Sign-in sheets are on file.<br
/> Acting Board Chair Bob Yuhas called the meeting to order at 7:00 p.m.  Introductions were made. New Board members Chan Graham, Melanie Lewis and Curtis Hunt were recognized. Bob Yuhas distributed a roster he had produced, which included all 15 current board members with contact information.  The agenda was approved with the addition of a report from Anna Muller on filming in the neighborhood. The March 7 minutes were approved.<span
id="more-2016"></span></p><p> Jacque Wright gave the Treasurer’s Report. For the month of March there was $772.56 in revenue from membership dues, ticket sales for the home tour, advertising for the tour brochure and movie fees. Expenses were $829.08 for Annual Meeting refreshments, and trees and mulch for the Tree Project. The March 31 balance was $17,348.09. The report was approved and is on file.</p><p> POLICE REPORT<br
/> APD Sergeant Cori Lowe gave the Police Report. She is DNA’s new point of contact with APD and she encouraged residents to contact her during work hours. Her work cell phone number is 239-8198 and she normally works Wednesday through Sunday from 3:00 p.m. to 11:00p.m. Her e-mail address is clowe@cabq.gov. The February incident report for DNA was quite low, mostly a few auto and home burglaries. There was a question from the audience regarding drug activity around 7th and Roma.</p><p> SECTOR DEVELOPMENT PLAN<br
/> Jim Clark gave an update on the DNA Sector Development Plan. It has now been three years since the first meeting of the SDP steering committee. After several hearings before the Environmental Planning Commission (EPC) and the Land Use Planning and Zoning Committee of the City Council (LUPZ), the full Council held the first hearing on March 28. There are 28 amendments being reviewed by the Council. Jim said it was important to remember that the SDP can be amended at any time in the future after the Council passes it. The DNA will have an important responsibility to report violations, so board members and other interested neighbors need to be aware of the different zones and their restrictions. The next Council hearing<br
/> will be on Monday, May 7 at 5:00 p.m.</p><p> ZONING<br
/> Robert Bello reported that there are no new zoning issues now in DNA.<br
/> The Gentry law office at 1100 Tijeras NW is now a proposed amendment to the Sector Development Plan. The Gentry’s proposed the amendment after they lost their appeal to the Zoning Hearing Examiner to convert their “50-50” office-residential designation to 100% office. Jacqueline Guilbault asked about 1101 Tijeras NW, the residence used as a law office across the street from the Gentry’s. A discussion ensued about the City’s idea of Tijeras between 10th and 12th as a commercial “buffer zone”. Several people commented that a buffer is unnecessary since there is so much vacant commercial space in the downtown core. One comment was that the encroachment of office use into DNA’s residential areas undermines both the commercial and residential areas. Anna Muller said that the downtown commercial core has a 27% office vacancy rate, the highest in the city, so there is no need for residential structures to be converted to offices.<br
/> Robert reported that there is an application for a bed and bath addition to the house at 708 Granite NW. Both the house and the proposed addition are quite small and there was no objection.<br
/> Rick Miera commented on the vacant lot at Second and Silver, owned by the City. There are discussions about development, including a proposal for a grocery.</p><p>COMMITTEES<br
/> Lindi Anderson updated the meeting on plans for the May 13 historic house tour. The final meeting of the tour committee will be on Tuesday, April 17, 6:30 p.m. at Ric Higginbotham’s house, 1401 Roma NW. Potluck. Lindi asked for more volunteers as docents. Ric said that plans are progressing for Lew Wallace students to have an art contest based for drawings of the homes on tour.<br
/> Lindi reported for the Communications Committee that the summer newsletter will come out near the end of July, in time to announce the National Night Out in August. Articles should be submitted to Laura Bruzzese by June 30.<br
/> Jacque Wright requested that the board approve an additional $200 for the Tree Project.  This will provide funding in the event that tree planting costs exceed the $3,000 provided by the Bernalillo County Grant. Reba Eagles moved and Robert Bello seconded a motion to approve the expenditure. The motion passed.<br
/> Bob Yuhas (Safety Committee) reported that he is producing a list of block captains with e-mail addresses. The e-mails are good to spread the word when a block captain sees suspicious activity.<br
/> Holly Siebert (Care Committee) is planning the National Night Out for August.<br
/> Dick Deichsel has identified Dick Chapman’s house (1200 block of Roma) for the next Curb Appeal Award. He has so far not been able to contact Mr. Chapman. Dick and other members also refurbished the older wooden DNA signs in preparation for the tour.<br
/> Miriam Ortiz y Pino reported that the Projects Committee will meet in June after the tour is over.<br
/> Reba Eagles has gotten a quote of $804.60 to add hanging announcement signs to the two DNA signs on Lomas. The vendor wants a 50% deposit. Robert Bello moved and Miriam Ortiz y Pino seconded a motion to approve the $402.30 deposit. The motion passed.<br
/> Curtis Hunt reported that the City has contracted with ARC Consultants to begin the study of DNA traffic. Curtis will get a copy of the contract to get a better idea of the scope of the study.<br
/> Anna Muller reported that “In Plain Sight” has finished filming for this season. The producers sent DNA a check for $100 for use of sites in our neighborhood.</p><p>Robert Bello suggested that the annual board retreat should be postponed until June since so many board members are heavily involved in the May 13 home tour. Dick Deichsel moved and Miriam Ortiz y Pino seconded a motion to delay setting a date for the retreat. The motion passed.<br

/> Sergeant Amy Sutler of APD gave the Police Report. DNA crime statistics were generally low in February. APD received several compliments from the audience. Sgt. Sutler described the “hot spots tactical plan”, which places undercover officers in areas with a history of home or auto burglaries. Sgt. Sutler asked for suggestions from the audience. There was a complaint about recurring problems in the long alley from Orchard to Mountain, between 11th and Forrester.</p><p> The February 1 minutes were approved.</p><p> Jacque Wright gave the Treasurer’s Report. For the month of February there was $158.88 received in dues and $47.65 in home tour advance ticket sales. (Both amounts are after the PayPal fees are deducted.) Advertising revenue from the Tour program totaled $1235 and Jacque reported that the printing of the program will be covered in full from this ad income. There were no expenses in February. The ending balance was $17,398.61. The report was approved and is on file.</p><p> City Councilor Debbie O’Malley reported on recent activities of the Council. She described the redistricting process, which she described as partisan.   Councilor O’Malley’s district is larger now and includes all of DNA. The mayor has signed the new boundaries into law so any challenge would now have to take place in the courts. She announced that the full Council will hold a hearing on the Sector Development Plan at 5:00 on Wednesday, March 28. A consultant has been hired for the upcoming downtown traffic study.</p><p> State Representative Rick Miera reported on the recent legislative session. It was a 30-day session, intended primarily to concentrate on the state budget. Only 77 non-budget bills were passed and many of those will be vetoed.  There is “a little more” funding for education and the Rail Runner is safe for the time being. There was approximately $300 million approved for the renovation of the traffic interchange at I-25 and Paseo del Norte, which will ultimately cost about $900 million. Funding for higher education will now be based in part on graduation rates and there is a greater emphasis on two-year programs. The legislature approved $150,000 for the City to improve Robinson Park and Rep. Miera encouraged DNA and other neighbors to participate in the planning. There was a brief discussion of our neighborhood’s aging infrastructure.</p><p> Petra Morris of the City Planning Department gave an update on the Sector Development Plan. She reviewed the two-year process, which is now at the point of being considered by the full Council. She gave out a flyer with contact information for questions about the plan.</p><p> BOARD ELECTION<br
/> Sue Brych described DNA’s policy of two-year staggered terms, which results in roughly half the terms expiring each year in March. There were nine vacant seats, eight of them for full two-year terms and one term for just one year, resulting from a recent resignation. The following six current board members have expiring terms and agreed to be renominated for another term: Ric Higginbotham, Robert Bello, Sue Brych, Rick Miera, Holly Siebert and Jacque Wright. The nominating committee presented the names of Melanie Lewis and Curtis Hunt for two other terms. Each nominee gave a brief summary of his or her background and interests.  Sue asked for nominations from the floor and Chan Graham nominated himself, so there were nine nominees for nine open positions. Sue said that each attendee at the meeting should vote for eight and the person receiving the least votes would be elected to the one-year term. Printed ballots were distributed and the meeting continued as ballots were filled out and results counted.</p><p>ZONING<br
/> Robert Bello reported that the owners of 1100 Tijeras NW had lost their request to the Zoning Hearing Examiner to use the property as 100% office. The ZHE’s letter referred to DNA’s historic opposition to these requests. The owners have been out of compliance for years with respect to the current “50/50” office and residential zoning. Petra Morris reported that the proposed Sector Development Plan would allow the property to be used as entirely office. Robert encouraged letters in opposition.<br
/> Robert then reviewed a few issues from the past year, including two new restaurants in DNA and the progress of solar heat conversions.</p><p> Lindi Anderson and Sue Brych announced the winners of door prizes.</p><p> COMMITTEES<br
/> Lindi Anderson gave an update on plans for the upcoming Mother’s Day Tour (Sunday, May 13). There are eight houses on tour and we still need more docents. Ric Higginbotham reported that students at Lew Wallace School will have an art contest with drawings of the homes on tour.<br
/> Jacque Wright reported for the Communications Committee. She described how to make announcements on DNA’s web site (abqdna.com). Lindi Anderson solicited articles for the Summer 2012 issue of the newsletter.<br
/> Jacque Wright reported that the Tree Committee has planted 59 trees and committed eleven more in three phases of planting. There are no more trees available from the County grant, which was also used to fund copies of the USDA tree care manual.<br
/> Bob Yuhas gave the Safety Committee report. He described the Neighborhood Watch program, which emphasizes “eyes on the street” organized block by block. DNA needs 17 more block captains. He encouraged people to report non-emergency problems to 242-COPS.<br
/> Holly Siebert described the Care Committee, which provides services for people new to the neighborhood and organizes the annual Neighborhood Night Out in August.<br
/> Dick Deichsel described the monthly Curb Appeal award, given to homes or businesses that have improved their appearance from the street.<br
/> Miriam Ortiz y Pino reviewed DNA projects, including getting the County tree grant and “beefing up” DNA signage.</p><p> ELECTION RESULTS<br
/> Reba Eagles announced the results of the evening’s board elections. The following people were elected to two-year terms: Ric Higginbotham, Robert Bello, Sue Brych, Rick Miera, Holly Siebert, Jacque Wright, Melanie Lewis and Curtis Hunt. Chan Graham was elected to a one-year term.</p><p>Peggy Alford described the badly cracked and uneven sidewalks in the neighborhood. She and several other neighbors have taken falls because of this problem. Several people in the audience commented that they have had problems. Sidewalks are the responsibility of homeowners.</p><p> Anna Muller reported that the Downtown Growers Market is now the largest in the city. It is coordinated by the Downtown Action Team and held on Saturday mornings in Robinson Park at 8th and Central. The new season is scheduled to start in May.</p><p> Heather Brewer with Congressman Martin Heinrich’s office gave contact information for the office. /> Acting Board Chair Reba Eagles called the meeting to order at 7:05 p.m.  Introductions were made. The agenda was approved with the addition of a presentation about City special events.  The November 2 minutes were approved.</p><p>Jacque Wright gave the Treasurer’s Report.  For the period November 1, 2011 through December 31, 2011 there were dues of $60 received, expenses of $1260, for an ending balance of $15,422.08. Expenses included $679.96 for the tree project and $500 for Halloween on Forrester. The treasurer’s report was approved and is on file.</p><p>Sergeant Sanchez of APD gave the Police Report. He had no incident data but said the statistics are available on cabq.gov. Questions for Sergeant Sanchez involved graffiti, the recent shooting in Tiguex Park, the shooting of car windows on Thanksgiving, and drinking in public parks. He encouraged residents to report suspicious activity.<br

id="more-1622"></span></p><p>Craig Rivera of the City Special Events Division spoke on the upcoming statehood centennial celebration in Albuquerque. On June 16, 2012 from noon to 11:00 p.m. there will be numerous events and activities on Central Avenue from Second Street to Tenth St. There will be arts and music on several stages and other venues. He is planning a very large “destination event” with possibly 50,000 attendees.</p><p>Jill Holbert, the Deputy Director of the City Solid Waste Management Division, reported on the city’s plans to increase recycling in the community. Currently 22% of solid waste in Bernalillo County is recycled, compared to 34% nationally. A new recycling plant will open in late 2012 or early 2013. The plant will be managed by the Friedman Corporation in a public-private partnership with the City. Ms. Holbert also summarized current policies for the recycling of paper and metal, and presented the City’s plans to increase the areas where curbside pickup of recyclables is available. The additional areas include the DNA south of Lomas.</p><p>Curtis Hunt gave a report on the Traffic Calming Committee. They met with the City Traffic Engineer in December. The Traffic Engineer has solicited DNA’s input regarding the scope of an upcoming traffic study of the DNA neighborhood. Several board members volunteered to attend a meeting on the traffic study.</p><p>Jacque Wright solicited suggestion ideas for projects for a grant from Keep Albuquerque Beautiful. The Public Waste Department will be issuing a total of $4,000 in grant money and preference will be given to applicants who provide matching funds. Sue Brych moved and Robert Bello seconded a motion to approve the matching funds. The motion passed unanimously.</p><p>ZONING<br
/> Robert Bello introduced Nate Gentry for a presentation regarding 1100 Tijeras Ave. NW. The property is owned by his mother, also an attorney, who has offices in the building. The current zoning requires that the property be used as at least 50% residential. Mr. Gentry is requesting that the City approve the building for 100% office and was asking for DNA’s support. Robert Bello, Reba Eagles and Sue Brych each pointed out DNA’s long time consistent opposition to increased office usage of residential structures. David McCain moved and Robert Bello seconded a motion to oppose Mr. Gentry’s request. The motion passed unanimously.<br
/> Jim Clark and Robert Bello then brought up the impact of the proposed sector development plan on Mr. Gentry’s proposal.  There was a brief discussion.</p><p>Robert then presented a request from Cocina Azul to install a drive-up window in their parking lot. A discussion ensued regarding the impact on traffic at 12th and Mountain. There was a consensus that the drive-up would worsen the traffic flow at an intersection that already has problems. Robert Bello moved and Miriam Ortiz y Pino seconded a motion to oppose the proposal. The motion passed 11-0.</p><p>Robert pointed out that two businesses (Happy’s at 515 Central NW and Sister at 407 Central NW) have applied for liquor licenses. The board took no positions.</p><p>COMMITTEES</p><p>Lindi Anderson announced that the next meeting of the Historic Home Tour Committee will be at Jacque Wright’s house, 509 11th NW, on Tuesday January 17 at 6:30. Potluck. Ric Higginbotham has arranged for the trolley company to give free rides for attendees around the tour area. DNA will pay them $500. Lindi said that we still need more docents.</p><p>Lindi announced that the next newsletter would be ready for distribution in late January.</p><p>Jacque Wright asked for suggestions of sites for the next round of tree planting.</p><p>Bob Yuhas reported that the Safety Committee met at the end of November. There was a good turnout and he will send out information on the next step.</p><p>Miriam Ortiz y Pino will report on signs at our next board meeting.</p><p>There was a brief discussion of holding the March 7 annual meeting at the Kimo (as Craig Rivera had offered earlier) but there was a consensus to keep the meeting at Hotel Blue as previously decided.</p><p>The meeting was adjourned at 8:40.</p><p>Respectfully submitted,<br

He will also hold a Telephone Town Hall on November 15, emphasizing issues of importance to veterans.</p><p>Dick Deichsel pointed out that our rotating chair policy would expire in January. Jacque Wright moved and Ric Higginbotham seconded a motion to continue the policy through the March annual meeting. The motion passed. /> Robert Bello announced that the next hearing on the proposed Sector Development Plan would be Wednesday, November 30 at 5:00 p.m. in the Council Committee Room on the 9th floor of City Hall (5th and Marquette). Robert proposed that board members attend this hearing and that we consider it our December meeting, since DNA meetings in December often have poor attendance. Jacque Wright moved and David McCain seconded to approve moving our December meeting to November 30. The motion passed. There was some discussion of adjourning to Andaluz or some other place of public amusement after the hearing.</p><p>Robert concluded the Zoning Committee Report with an update on 1301 Marble NW. The property is still being converted from single family to two units. This conversion is allowed under the current Sector Development Plan but not in the proposed new plan. A third unit will be built on the site in a space now occupied by a garage.</p><p>Lindi Anderson reported that the Tour Committee would meet on Tuesday, December 6, 6:30, at Anna Muller’s house, 501 11th NW. Potluck. She solicited docents and ads for the tour program. The program will cost $900. Lindi emphasized that this meeting is important, as we get closer to the tour in May.</p><p>Lindi also gave the report for the Communications Committee. She asked for articles to be submitted before the end of December for the newsletter that will come out in January. Rick Miera will write an article on issues that will be covered in the upcoming legislative session. Since this newsletter will announce the March annual meeting, there was a discussion of the site for the meeting. There was a consensus for Hotel Blue.</p><p>Jacque Wright reported on the status of tree planting supported by DNA’s grant from Bernalillo County. Nine trees are in and 11 more need to be planted. Jacque and Bill are planning to do the planting. Miriam Ortiz y Pino asked if there was any need to revise the budget for the grant. Jacque will get the Tree Care Manual done. Sue Brych suggested that volunteers should help Jacque with the planting. Finally, Bernalillo County wants an interim report on the grant: Bernadette Miera from the County will meet with Miriam, Jacque and Reba Eagles to survey the trees planted so far.</p><p>Bob Yuhas announced that the next meeting of the Safety Committee is tentatively scheduled for Tuesday, November 29, 6:30 at Hotel Blue. Attendance at the last two meetings has been disappointing and DNA needs many more block captains. The motion passed.</p><p>Bob Yuhas then proposed a “disclosure statement” for people considering buying property in one of our Historic Overlay Zones.  He distributed a tentative draft. No vote was taken but there was no objection to the concept or the verbiage. The discussion centered on the mechanics of identifying potential buyers and informing them.</p><p>Holly Siebert said the Care Committee would meet after the holidays. Miriam will continue to investigate signs announcing our meetings and events.</p><p>Nathan Fox sent an e-mail to Mayor Berry (and copied DNA) concerning a proposal by the City administration to move the (Un)Occupy Albuquerque demonstration to Robinson Park at 8th and Central. After some discussion, there was no motion to support Mr. Fox’s letter. Jacque Wright moved and Reba Eagles seconded a motion that DNA write a letter opposing the plan to move the demonstration to Robinson Park. DNA’s letter will emphasize our concern for this historic park, the City’s recent investments in improvements to the park and the fact that the grass will soon be reseeded. There have been break-ins around Marquette and Luna, and auto burglaries around Old Town. APD is ticketing speeders on 12th St. There was a discussion about permits for parties and preparations for traffic and parking around the Twinkle Light Parade.  Sgt. Sanchez said he could make no promises about the parade. If the pigeon-feeding ordinance is passed, it will probably be enforced by Animal Control, not APD.</p><p>COMMITTEES<br

Robert Bello summarized the need for DNA to address the visual impact of solar panels and other emerging technologies installed on the exterior of buildings. Jim Clark suggested we look at guidelines for the Silver Hill neighborhood.<br

The project was red-tagged, apparently for a roof problem that has been repaired. There was general agreement that current townhouse zoning allows the apartment conversion, though this area is proposed to be single-family in the new Sector Development Plan.</p><p>Next was the scheduled discussion of traffic calming on 12th St. An ad hoc committee of neighbors on 12th has met to discuss speeding and overweight trucks on 12th. Five representatives were at this DNA meeting: Paul Citrin, Susan Citrin, Curtis Hunt, Linda Rodgers and Connie Moore. Paul Citrin summarized the discussion at the meeting of the ad hoc committee and pointed out that the Raynolds Addition was successful in getting appropriate changes on Lead and Coal. Jim Clark said it would be important to have 12th from Central to Lomas designated a collector instead of an arterial. Miriam Ortiz y Pino pointed out that there are more options for slowing traffic on collectors than arterials. Jim said that 12th north of Lomas would be difficult to downsize to a collector because traffic engineers will say that traffic to and from I-40 would be effected. There was some discussion about the process and how to get opinions to the correct party. Traffic studies and policy are the responsibility of the Mid-Region Council of Governments. Reba Eagles encouraged individual letters. Jacque Wright suggested that the October 13 meeting on the Sector Development Plan would be a good venue to voice concerns. Ric Higginbotham moved and Miriam Ortiz y Pino seconded that DNA authorize the ad hoc committee to study the wider implications of changes to 12th Street and gather information. The motion passed.</p><p> Reba Eagles suggested that we need to streamline the handling of the large number of e-mails received by DNA. Because of the rotating chairs, these e-mails now go to several different people.  For instance there was some confusion regarding whether or not we were voting by e-mail on the Latin fusion beer and wine application. Jim Clark suggested we look at guidelines for the Silver Hill neighborhood.<br

/> Robert Bello brought up a possible issue at 1301 Marble NW, where a single-family house is being converted to apartments. The project was red-tagged, apparently for a roof problem that has been repaired. There was general agreement that current townhouse zoning allows the apartment conversion, though this area is proposed to be single-family in the new Sector Development Plan.</p><p>Next was the scheduled discussion of traffic calming on 12th St. An ad hoc committee of neighbors on 12th has met to discuss speeding and overweight trucks on 12th. Five representatives were at this DNA meeting: Paul Citrin, Susan Citrin, Curtis Hunt, Linda Rodgers and Connie Moore. Paul Citrin summarized the discussion at the meeting of the ad hoc committee and pointed out that the Raynolds Addition was successful in getting appropriate changes on Lead and Coal. Jim Clark said it would be important to have 12th from Central to Lomas designated a collector instead of an arterial. Miriam Ortiz y Pino pointed out that there are more options for slowing traffic on collectors than arterials. Jim said that 12th north of Lomas would be difficult to downsize to a collector because traffic engineers will say that traffic to and from I-40 would be effected. There was some discussion about the process and how to get opinions to the correct party. Traffic studies and policy are the responsibility of the Mid-Region Council of Governments. Reba Eagles encouraged individual letters. Jacque Wright suggested that the October 13 meeting on the Sector Development Plan would be a good venue to voice concerns. Ric Higginbotham moved and Miriam Ortiz y Pino seconded that DNA authorize the ad hoc committee to study the wider implications of changes to 12th Street and gather information. The motion passed.</p><p> Reba Eagles suggested that we need to streamline the handling of the large number of e-mails received by DNA. Because of the rotating chairs, these e-mails now go to several different people.  For instance there was some confusion regarding whether or not we were voting by e-mail on the Latin fusion beer and wine application. Jacque Wright volunteered to be the contact person so we have a single point of contact. Robert Bello moved and Sue Brych seconded to approve this idea. The motion passed.</p><p> Lindi Anderson said the Communications Committee needs articles by the end of December for the next newsletter, to be distributed late in January. She encouraged Connie Moore to submit an article on 12th St. traffic. Robert Bello suggested a review of the recent Houses of the Month (the Curb Appeal awards).<br

/> Melanie Lewis announced the upcoming Lew Wallace School Fall Festival (Friday, October 28). She encouraged neighborhood involvement in the school, especially since DNA was a major advocate for reopening the school about 15 years ago.<br
/> Ric Higginbotham circulated a letter from DNA and the Raynolds Addition for signatures. He wrote the letter to encourage the City to add a permanent Rapid Ride stop on Central between 12th and 14th. The letter is on file.<br

/> Jacque Wright gave the Treasurer’s Report.  For the month of July, there were dues of $115 received, no expenses, for an ending balance of $17,771.27. The treasurer’s report was approved and is on file.<br
/> There was no representative from APD and no police report.</p><p>CENTRAL AVE. “DIET” PROJECT<br
/> Tim Karpoff of Karpoff and Associates reported on this City project, which narrows Central to three lanes (with a center turn lane) from 8th Street to Rio Grande Blvd.  Karpoff’s firm is one of several involved in the project; he is a “facilitator”. The project also adds a bike lane to 47th Street and redesigns the area where Central and Lomas merge. Another firm, Civil Transformations Co., is gathering traffic data for a year with the new alignment. Several board members questioned whether there was any prior data for comparison. There were also questions regarding traffic on Lomas and the effect on pedestrians on Lomas. Karpoff will send Sue Brych a list of the firms involved.</p><p>COMMITTEE REPORTS<br
/> Robert Bello gave the zoning report. He reported that Maryellen Hennessy will be at our October 5 meeting to discuss the impact of solar panels and other technology in historic overlay zones. Robert proposed that DNA needs to create a policy for this new technology. He said that some solar panel installations are reversible and others are designed to be less obtrusive. David McCain asked if Maryellen could bring pictures of appropriate panels to the meeting. Robert asked the board to have questions ready for Maryellen in October.<br
/> Sue Deichsel will host a breakfast for Neighborhood Clean-up Day (her birthday). Breakfast will be at 8:30 a.m. on Saturday, September 24 at the Deichsel’s, 508 14th NW. The work will start around 9:00.<br
/> Ric Higginbotham asked the board to consider asking the City for a Rapid Ride stop in DNA. We have sufficient density and a large number of residents without vehicles. Ric suggested 12th and Central. Jacque Wright moved and Miriam Ortiz y Pino seconded a motion that Ric write a letter to City Transit. The motion passed.<br
/> The owners of Latin Fusion restaurant (8th and Lomas) introduced themselves and passed out coupons for the restaurant.<br
/> Lindi Anderson reported that the next meeting of the Tour Committee will be a potluck at Jacque Wright’s (509 11th NW) on Tuesday, September 13. We still need a few more suggestions for houses for the tour.<br
/> Rick Miera announced that there will be a neighborhood yard sale on Forrester in the near future. No definite date has been set.<br

id="more-1178"></span></p><p> Acting Board Chair Robert Bello called the meeting to order at 7:00 p.m.  Introductions were made. All board members thanked Holly Siebert for the beautifully organized and well-attended National Night Out on August 2. Ric Higginbotham said the agenda should have time frames allotted for each item in the interest of moving meetings along more efficiently. Susan Deichsel asked to add a brief discussion of membership and DNA’s visibility to the agenda. With that change, the agenda was approved. The July 6 minutes were approved.</p><p> Jacque Wright gave the Treasurer’s Report.  For the month of July, there was one $25 membership and receipt of the first $1500 of the $3000 County tree grant. Expenses totaled $738.35 for the newsletter ($680.00), home tour office supplies, new checks and two-part carbonless sign-in sheets. The July 31 ending balance was $17,656.27. Jacque moved that DNA should send out invoices for membership renewals to collect the dues and to increase DNA’s visibility. The motion was approved. Miriam Ortiz y Pino moved and Reba Eagles seconded a motion to produce the mailing list for invoices. The motion passed. The treasurer’s report was approved and is on file.</p><p> APD Sergeant Art Sanchez gave the Police Report: APD has recently been concentrating attention on the area immediately north of 12th and Lomas. In response to a question, Sgt. Sanchez said that the Lowe’s parking lot is not a major problem, but the 1100 block of Orchard (behind Lowe’s) has illegal activity.</p><p>COMMITTEE REPORTS<br
/> Robert Bello gave the Zoning report. The City of Albuquerque has applied for a full service liqor license for the Albuquerque Museum. The hearing on this permit is scheduled for August 11 at 9:00 a.m.</p><p> Robert asked for an e-mail vote on proposals for 903 Forrester NW. The proposals include renovation of the porch and front windows, and the construction of a garage in the back, to be accessed from the alley. The LUCC hearing is scheduled for Wednesday, August 10 at 3:00 p.m.</p><p> Jennifer deGarmo presented a draft she had written as a response to the Sector Development Plan (the EPC draft) that will be considered by the City Council’s Land Use Planning and Zoning Committee (LUPZ) on Wednesday, August 10 at 5:00 p.m.  (Jennifer’s draft is on file.) The changes that Jennifer proposed involve: the proposed designation of Central as an enhanced corridor and Mountain Road as a corridor; setbacks along alleys; increased open space requirements for Mixed Use Medium properties and properties along the Central Avenue corridor; restrictions on new bail bonds offices; and the zoning of the apartments on the southeast corner of 10th and Tijeras. A lengthy discussion ensued involving bail bonds and the 10th and Tijeras property. Jennifer will send out a revised draft by e-mail for comments and to request board approval of the draft as DNA’s position.</p><p> Miriam Ortiz y Pino updated the Board on the North Fourth Study.</p><p> Jacque Wright showed a map of DNA with potential homes for the 2012 Historic Houses Tour. Lindi Anderson asked for more volunteers for the tour committee and to act as docents for the tour. We will need approximately 50 docents and they don’t need to live in DNA.</p><p> Lindi reported that a few non-board members helped deliver newsletters. The next newsletter will come out near the end of January, in time to announce the March annual meeting.</p><p> Susan Deichsel discussed membership and outreach. She recalled that when she and Dick first moved to the neighborhood, the neighbors they talked to didn’t know there was a neighborhood association. She suggested changing the name of the newsletter to make it clear on first glance that it comes from the neighborhood association. Sue Brych suggested that every issue should have a map of DNA in it.</p><p> Jacque Wright reported that the first $1500 (of $3000) from the County tree grant is in place for the next six months of planting.  There will be about 15 trees planted and she is still soliciting sites. /> Acting Board Chair Ric Higginbotham called the meeting to order at 7:00 p.m.  Introductions were made. The agenda was approved. The June minutes were approved.<br
/> Jacque Wright gave the Treasurer’s Report.  For the month of June, there was one $15 membership and $500 in expenses (website development and maintenance) for an ending balance of $16,870.02. The treasurer’s report was approved.<br
/> APD Sergeant Art Sanchez gave the Police Report: The motel at 10th and Central is being demolished. Robert Bello asked about traffic control for the Twinkle Light Parade. Sergeant Sanchez said he could honestly make no promises about better traffic control. Lindi Anderson asked about traffic changes for DNA special events and Sergeant Sanchez said we should call Traffic Engineering. Jennifer deGarmo commented that recently there has been more undesirable activity in the long alley behind her house. Jacqueline Guilbault asked about possible criminal activity in the apartments at the corner of 14th and Fruit. There were then brief discussions of inoperative streetlights on Lomas between 7th and 19th and the closing of the bosque due to fire concerns. Sergeant Sanchez said that the bosque would probably remain closed “until it rains again”.<br
/> Miriam Ortiz y Pino read a letter from Patrick Montoya of the City Office of Neighborhood Coordination. Mr. Montoya sent regrets that he could not attend the meeting and said that he was available if DNA needed assistance in some matter.</p><p>Committee Reports<br
/> Holly Siebert reported on plans for the National Night Out on Tuesday, August 2 from 7:00 p.m. to 10:00 p.m.  DNA will host a potluck event at Mary Fox Park. Holly is looking into blocking off some streets as a test run for the crowds and food vendors at the May 2012 Historic Homes Tour. Anna Muller volunteered to arrange for a Porta-Potty for the National Night Out. Holly requested a budget of $200 for expenses related to the National Night Out. Miriam Ortiz y Pino moved and Robert Bello seconded a motion to approve the expenditure. The motion passed.</p><p> Robert Bello began the Zoning Report by introducing two guests who are proposing to adapt the abandoned motel on the north side of Central (at 11th) for a permanent affordable residential facility for low income AIDS victims. Tom Gifford represented Calott and Gifford, Architects and Jessica Molzen represented New Mexico AIDS Services. Ms. Molzen said that the building was used for this purpose from 1997 until 2007, when a major plumbing problem forced the abandonment of the building. The proposed renovation requires approval from the State Historic Preservation Office since Community Development Block Grant money is being proposed for a project on Historic Route 66. The facility will have ten units of approximately 600 square feet each. It will not be a hospice. Residents will typically be over 40 and the facility will have a zero tolerance policy for any illegal activity.<br
/> Tom Gifford gave more detail on the proposal. The older part of the existing motel (on Kent St.) will be preserved and have four units. Six units will be in a historically appropriate new construction on the east side of the property. Mr. Gifford showed drawings and a model. The only variance required for the project is parking, but Ms. Molzen said that few if any of the residents will have cars. There will be no signage.  Mr. Gifford is proposing a 6-foot tall wall on the Central Avenue side to protect residents from possible harassment. Ms. Molzen said that a tentative schedule calls for funding by September 2011 and completion by the summer of 2012.<br
/> Ms. Molzen and Mr. Gifford left and the board discussed the project. No vote was taken. Robert Bello will send out an e-mail calling for comments, a vote on the parking variance and a vote on overall support of the proposal. Robert has kept a copy of the plans.</p><p> Robert Bello gave the rest of the zoning report. The hearings for Ann Gately’s and Lee Gamelsky’s proposals are scheduled for Tuesday, July 14. Gamelsky says that for his townhouse project on 8th Street, he now only needs one variance instead of the five variances he was previously requesting.</p><p> Robert then distributed copies of a document he wrote, showing the major changes between the current (1976) Sector Development Plan and the proposed SDP which will go before the Land Use, Planning and Zoning Committee of the City Council on August 10.</p><p> Jennifer commented that the draft version of the SDP (approved by the Environmental Planning Commission) allows more office use on Lomas, Mountain and Tijeras (between 10th and 12th) than our SDP Committee proposed. Jennifer will draft and circulate her comments as proposed DNA comments.</p><p> Robert asked to be reimbursed if he buys a zoning map and a white board for DNA. Holly Seibert moved and Miriam Ortiz y Pino seconded a motion to approve the expenditure. The motion passed.</p><p> Lindi Anderson reported on plans for the May 2012 historic homes tour. She asked for suggestions for homes to put on tour (with exact addresses) and asked for people to help on the tour committee. The next meeting is Tuesday, July 19 at 6:30 pm at Holly Seibert’s house, 408 11th NW. Meetings are potlucks.</p><p> Lindi reported that she is aiming for July 18 to have newsletters ready for distribution, in time to announce the August 2 National Night Out. Jacque Wright asked about a “realtor type box” for Mary Fox Park as a place for neighbors to be able to get newsletters. Jacque also reported that there are now 127 names on the DNA e-mail list.</p><p> Jacque reported that DNA will probably get the $3000 County grant for trees.</p><p> Holly Seibert will get note cards for the Hospitality Committee to enclose with the dishes for new neighbors.</p><p> Dick Deichsel reported on Curb Appeal and Miriam Ortiz y Pino reported on Neighborhood Projects.</p><p> Robert Bello suggested that David McCain should take the Harwood keys while the rotating chair system is in effect. id="more-1089"></span></p><p>Two board members were not in attendance. Twelve other neighbors attended. Sign-in sheets are on file.</p><p>Acting Board Chair Miriam Ortiz y Pino called the meeting to order at 7:00 p.m. Introductions were made. The agenda was approved with the addition of a report on movie crew activity from Anna Muller. The May minutes were approved. A discussion was held regarding the continuation of the “rotating chair” policy. Robert Bello moved and Jacque Wright seconded that DNA continue the practice. After some discussion Robert amended the motion to be limited to six months for now and to stipulate that each month there will be a voluntary chair and co-chair, and that the co-chair will be the chair the following month. /> should have training for the position. A discussion then ensued regarding the “burnout” of permanent chairs, the problem of temporary chairs having to “reinvent” the duties each month, the problem of outside stakeholders not knowing who the contact person is each month, and the question of who goes to City hearings. Jacque Wright and Lindi Anderson requested to be exempted from the rotation because of Jacque’s duties as Treasurer, Tree Committee, Communications Committee, Home Tour Committee and maintaining the DNA Web Site, and Lindi’s duties as head of the Historic Tour Committee and the Communications Committee. David McCain was exempted because he needs to take the minutes. The motion passed. (NOTE: After the meeting, Ric Higginbotham passed around a sign-up sheet for people to volunteer as chair and co-chair for each of the next six months. Those names are appended to the minutes and the original sheet is on file.)</p><p>Jacque brought up the fact that DNA’s current policy is that all checks, regardless of the amount, require only one signature. After some discussion, Dick Deichsel moved and Robert Bello seconded that all checks should require two signatures. It was then brought up that requiring the chair’s signature could be cumbersome for the next six months because of our rotating chair period. So Dick Deichsel amended his motion and Robert Bello seconded that the secretary and the treasurer should be the signers until such time as we have a permanent chair. The motion passed. A brief discussion was held regarding the need to remove Miriam Ortiz y Pino as a check signer and add David McCain (as Secretary), so that only Jacque Wright and David McCain are on file as check signers with the Bank of Albuquerque.<br
/> COMMITTEES<br
/> Jacque Wright reported on the proposed budget for the $3000 grant from Bernalillo County for tree planting. As submitted to the County, the budget proposes to spend $2000 for trees and installation, $250 for an Arbor Day Workshop Presentation, $450 for Structural Pruning of Phase 1 and 2 trees, $200 for the printing of the “Tree Owner’s Manual, and $100 for Arbor Day celebration supplies.</p><p>Miriam Ortiz y Pino reported on Neighborhood Projects. Ric Higginbotham said that the City has funds that are proposed to be spent on projects that will benefit downtown. These funds are contained in the mayor’s “ABQ-the PLAN” proposal. Lindi Anderson pointed out that anyone can vote on proposals on the City’s website, cabq.gov.</p><p>Bob Yuhas will get an updated list of block captains from the City for the Safety Committee. He will write an article for the newsletter with a map showing active neighborhood watches.</p><p>Holly Siebert announced that Tuesday August 2 is National Neighborhood Night Out. A discussion ensued and it was agreed that DNA would sponsor a potluck that evening in Mary Fox Park. We will work out the details at the July board meeting.</p><p>Dick Deichsel reported that there are no new Curb Appeal Places of the Month this month.</p><p>Lindi Anderson (Communication Committee) is aiming to have the next newsletter by mid-July, in time to announce the National Night Out two weeks in advance. Articles should be sent to Laura Bruzzese by June 18 (lmbruzz@aim.com). Jacque Wright gave an update on the Board Google Group and neighborhood email list.</p><p>Lindi also reported as chair of the Tour Committee. She proposed that the first committee meeting for the May 2012 tour be held at 6:30 p.m. on Tuesday, June 21. Jacque Wright has volunteered her home at 509 11th St. NW. The meeting will be a potluck. Lindi encouraged Board members and other neighbors to become involved in DNA’s biggest event. The tour grossed $11,500 in 2010 with expenses of $1500. Jacque Wright moved approval of an initial $500 budget for the 2012 tour. Robert Bello seconded and the motion passed unanimously.</p><p>Robert Bello announced the second “neighborhood get-together” for Saturday, June 18 at 10:30 a.m. at Café Lush on the corner of 7th and Tijeras. The purpose of these events is to provide a less formal venue for neighbors to ask questions, express concerns and hope fully get involved.</p><p>Robert then gave the zoning report, starting with Ann Gateley’s request for a permit to restore the shed in her back yard at 519 11th NW. Dr. Gateley was not present, but had submitted drawings. Several people commented that the current structure is in very bad condition. For the purposes of the historic overlay zone, David McCain and others noted that the shed is not visible from the street. David McCain moved and Jacque Wright seconded to approve the permit. The motion passed unanimously.</p><p>The next zoning item was the conversion of the abandoned church at 500 Marble NW into a fitness center. This item will go before the EPC at their July 14 meeting and Robert will provide more detail at the July 6 DNA meeting.</p><p>The final zoning item involved Lee Gamelsky resubmitting his proposal for 3 town homes on the vacant lot on 8th between Roma and Marquette. Robert suggested that the Board should discuss this project when we have more information about the revisions that Gamelsky is proposing. A discussion ensued regarding the role of immediate neighbors in the consideration of any project.</p><p>The board then considered a request from MaryEllen Hennessy to be reimbursed $50 for the lunches she provided at the recent window restoration workshop. Since the windows restored were on her own house,the board voted not to approve the request.<br

[...]]]></description> <content:encoded><![CDATA[<p><strong>May 4, 2011</strong></p><p><strong> </strong></p><p>The May 2011 regular monthly meeting of the downtown Neighborhoods Association was held at the Harwood Art Center, pursuant to prior approval.</p><p>Board members in attendance: Bob Yuhas, Reba Eagles, Rick Miera, Lindi Anderson, Robert Bello, Miriam Ortiz y Pino, Ric Higginbotham and David McCain.  Seven board members were not in attendance. id="more-1034"></span></p><p>Temporary Board chair Miriam Ortiz y Pino called the meeting to order at 7:00.  Introductions were made. The agenda was approved without amendment. The April minutes were approved with the notation that DNA has allocated $2000 for tree planting.</p><p>There was no Treasurer’s Report since Jacque Wright was absent due to a death in the family.</p><p><strong>POLICE REPORT</strong></p><p>Sergeant Art Sanchez of APD gave the police report. He is new to the area, as are many officers after the April “bid” changes when many officers take on new shifts in different areas. He works 3:00 p.m. to 11:00 p.m. Wednesday through Sunday. His cell number is 977-9143. Sergeant Sanchez reported that DNA had 2 auto burglaries in the past month. Robert Bello asked about traffic congestion during special events and a conversation ensued about the problem. Bike units are still very active downtown. A discussion ensued about activity at a house at 15<sup>th</sup> and Granite.  Sgt. Sanchez encouraged people to note an exact street address when reporting problems.  Rick Miera asked for a traffic count on Central (near the merging with Lomas) in advance of a proposed roundabout.</p><p>Jerry Ortiz y Pino and Rick Miera reported on the legislative session, including the reductions in education expenditures, economic development and capital outlays.</p><p>&nbsp;</p><p><strong>COMMITTEES</strong></p><p>Due to Jacque Wright’s absence, there was no report on trees. Miriam reported that she and Susan Deichsel had submitted DNA’s grant proposal for trees to the County.</p><p>Bob Yuhas reported on the Safety Committee. Attendance was disappointing at the April 9 organizing meeting. Jacqueline Guilbault discussed her experience as a block captain and Bob explained the City’s process. Miriam asked for suggestions about getting people involved.</p><p>Lindi Anderson asked for articles for the next newsletter. She also asked if a newsletter is the best way for DNA to communicate with the neighborhood. A discussion ensued regarding how often the newsletter should be published.</p><p>&nbsp;</p><p><strong>ZONING</strong></p><p>Robert Bello reported that there are no zoning issues this month requiring a vote by DNA. He reported that there are two liquor permit applications in process: N.Y. Pizza is starting a microbrewery at the same location on Central, and there is an application for the new Jazz and Oyster Club at 119 Gold SW.</p><p>&nbsp;</p><p>Robert announced the annual Albuquerque Museum classic car show on Sunday, May 15. Robert also reminded the board that the first informal Saturday get-together will be May 14 at 10:30 a.m. at Café Azul. The purpose is to provide a less formal venue for neighbors to ask questions, express concerns and hopefully get involved.</p><p>Jim Clark reported on the status of the Sector Development Plan. DNA’s draft has passed the Environmental Planning Commission and the next step is a hearing before the Land Use Planning and Zoning Committee of the City Council. That hearing has not been scheduled yet.</p><p>Lulu Sage explained Trap, Neuter and Release (TRP) for feral cats. There was a discussion of the many pigeons in the neighborhood and the City’s effort to reduce the pigeon population.</p><p>&nbsp;</p><p><strong>RETREAT</strong></p><p>Board members were reminded that the annual retreat is set for May 6 at Bob Yuhas’ house. Miriam suggested a tentative agenda: 1. Update the Board e-mail addresses and other contact information. 2. A calendar of upcoming events, deadlines and a schedule for the rotating board chair position. 3. Update committee assignments and next steps for each committee. 4. A review of DNA’s bylaws and a clarification of the neighborhood’s boundaries. 5. Goals for the upcoming year. 6.
