/> Board members in attendance: Robert Bello, Miriam Ortiz y Pino, Ric Higginbotham, Jacque Wright, Lindi Anderson, David McCain, Sue Brych, Bob Yuhas, Rick Miera, Dick Deichsel and Reba Eagles.  Two board members were absent. Sixteen other neighbors also attended. Sign-in sheets are on file.<br
/> Acting Board Chair Reba Eagles called the meeting to order at 7:05 p.m.  Introductions were made. The agenda was approved with the addition of a presentation about City special events.  The November 2 minutes were approved.</p><p>Jacque Wright gave the Treasurer’s Report.  For the period November 1, 2011 through December 31, 2011 there were dues of $60 received, expenses of $1260, for an ending balance of $15,422.08. Expenses included $679.96 for the tree project and $500 for Halloween on Forrester. The treasurer’s report was approved and is on file.</p><p>Sergeant Sanchez of APD gave the Police Report. He had no incident data but said the statistics are available on cabq.gov. Questions for Sergeant Sanchez involved graffiti, the recent shooting in Tiguex Park, the shooting of car windows on Thanksgiving, and drinking in public parks. He encouraged residents to report suspicious activity.<br

id="more-1622"></span></p><p>Craig Rivera of the City Special Events Division spoke on the upcoming statehood centennial celebration in Albuquerque. On June 16, 2012 from noon to 11:00 p.m. there will be numerous events and activities on Central Avenue from Second Street to Tenth St. There will be arts and music on several stages and other venues. He is planning a very large “destination event” with possibly 50,000 attendees.</p><p>Jill Holbert, the Deputy Director of the City Solid Waste Management Division, reported on the city’s plans to increase recycling in the community. Currently 22% of solid waste in Bernalillo County is recycled, compared to 34% nationally. A new recycling plant will open in late 2012 or early 2013. The plant will be managed by the Friedman Corporation in a public-private partnership with the City. Ms. Holbert also summarized current policies for the recycling of paper and metal, and presented the City’s plans to increase the areas where curbside pickup of recyclables is available. The additional areas include the DNA south of Lomas.</p><p>Curtis Hunt gave a report on the Traffic Calming Committee. They met with the City Traffic Engineer in December. The Traffic Engineer has solicited DNA’s input regarding the scope of an upcoming traffic study of the DNA neighborhood. Several board members volunteered to attend a meeting on the traffic study.</p><p>Jacque Wright solicited suggestion ideas for projects for a grant from Keep Albuquerque Beautiful. The Public Waste Department will be issuing a total of $4,000 in grant money and preference will be given to applicants who provide matching funds. Sue Brych moved and Robert Bello seconded a motion to approve the matching funds. The motion passed unanimously.</p><p>ZONING<br
/> Robert Bello introduced Nate Gentry for a presentation regarding 1100 Tijeras Ave. NW. The property is owned by his mother, also an attorney, who has offices in the building. The current zoning requires that the property be used as at least 50% residential. Mr. Gentry is requesting that the City approve the building for 100% office and was asking for DNA’s support. Robert Bello, Reba Eagles and Sue Brych each pointed out DNA’s long time consistent opposition to increased office usage of residential structures. David McCain moved and Robert Bello seconded a motion to oppose Mr. Gentry’s request. The motion passed unanimously.<br
/> Jim Clark and Robert Bello then brought up the impact of the proposed sector development plan on Mr. Gentry’s proposal.  There was a brief discussion.</p><p>Robert then presented a request from Cocina Azul to install a drive-up window in their parking lot. A discussion ensued regarding the impact on traffic at 12th and Mountain. There was a consensus that the drive-up would worsen the traffic flow at an intersection that already has problems. Robert Bello moved and Miriam Ortiz y Pino seconded a motion to oppose the proposal. The motion passed 11-0.</p><p>Robert pointed out that two businesses (Happy’s at 515 Central NW and Sister at 407 Central NW) have applied for liquor licenses. The board took no positions.</p><p>COMMITTEES</p><p>Lindi Anderson announced that the next meeting of the Historic Home Tour Committee will be at Jacque Wright’s house, 509 11th NW, on Tuesday January 17 at 6:30. Potluck. Ric Higginbotham has arranged for the trolley company to give free rides for attendees around the tour area. DNA will pay them $500. Lindi said that we still need more docents.</p><p>Lindi announced that the next newsletter would be ready for distribution in late January.</p><p>Jacque Wright asked for suggestions of sites for the next round of tree planting.</p><p>Bob Yuhas reported that the Safety Committee met at the end of November. There was a good turnout and he will send out information on the next step.</p><p>Miriam Ortiz y Pino will report on signs at our next board meeting.</p><p>There was a brief discussion of holding the March 7 annual meeting at the Kimo (as Craig Rivera had offered earlier) but there was a consensus to keep the meeting at Hotel Blue as previously decided.</p><p>The meeting was adjourned at 8:40.</p><p>Respectfully submitted,<br

Sign-in sheets are on file.</p><p>Acting Board Chair Dick Deichsel called the meeting to order at 7:00 p.m.  Introductions were made. The agenda was approved with the addition of a discussion of a disclosure statement for prospective home buyers in an historic overlay zone. The October 5 minutes were approved with the addition of the thanks that were offered to Susan Deichsel at the October meeting for organizing the neighborhood clean up in September.<br

id="more-1488"></span></p><p>Jacque Wright gave the Treasurer’s Report.  For the month of October, there were dues of $60 received, expenses of $1108.94, for an ending balance of $16,682.08. Expenses included $679.94 for the purchase of trees and $400.00 to Scott Carlson for tree planting. The treasurer’s report was approved and is on file.</p><p>Jacque Wright then asked the Board to approve $500 to purchase additional trees to plant now, since fall is a good time to plant. These trees will fulfill commitments already made to homeowners. The money will come from the County tree-planting grant. Miriam Ortiz y Pino moved and Sue Brych seconded a motion to approve the request. The motion passed.</p><p>YMCA<br
/> Kia Kennedy of the YMCA described the Infant, Toddler and Pre-School programs offered at the Y’s Child Development Center in the Bank of America Building (Third and Roma). She distributed flyers and described some introductory enrollment offers. There will be a Holiday Open House on December 16. /> Marsha Garcia from Representative Heinrich’s office reviewed the congressman’s events in October, including a Job Fair attended by 10,000 people. Representative Heinrich successfully supported an urban wildlife refuge on the site of the former Price’s Dairy south of Albuquerque. He will also hold a Telephone Town Hall on November 15, emphasizing issues of importance to veterans.</p><p>Dick Deichsel pointed out that our rotating chair policy would expire in January. Jacque Wright moved and Ric Higginbotham seconded a motion to continue the policy through the March annual meeting. The motion passed. The following board members volunteered to chair upcoming meetings:<br

/> Robert Bello announced that the next hearing on the proposed Sector Development Plan would be Wednesday, November 30 at 5:00 p.m. in the Council Committee Room on the 9th floor of City Hall (5th and Marquette). Robert proposed that board members attend this hearing and that we consider it our December meeting, since DNA meetings in December often have poor attendance. Jacque Wright moved and David McCain seconded to approve moving our December meeting to November 30. The motion passed. There was some discussion of adjourning to Andaluz or some other place of public amusement after the hearing.</p><p>Robert concluded the Zoning Committee Report with an update on 1301 Marble NW. The property is still being converted from single family to two units. This conversion is allowed under the current Sector Development Plan but not in the proposed new plan. A third unit will be built on the site in a space now occupied by a garage.</p><p>Lindi Anderson reported that the Tour Committee would meet on Tuesday, December 6, 6:30, at Anna Muller’s house, 501 11th NW. Potluck. She solicited docents and ads for the tour program. The program will cost $900. Lindi emphasized that this meeting is important, as we get closer to the tour in May.</p><p>Lindi also gave the report for the Communications Committee. She asked for articles to be submitted before the end of December for the newsletter that will come out in January. Rick Miera will write an article on issues that will be covered in the upcoming legislative session. Since this newsletter will announce the March annual meeting, there was a discussion of the site for the meeting. There was a consensus for Hotel Blue.</p><p>Jacque Wright reported on the status of tree planting supported by DNA’s grant from Bernalillo County. Nine trees are in and 11 more need to be planted. Jacque and Bill are planning to do the planting. Miriam Ortiz y Pino asked if there was any need to revise the budget for the grant. Jacque will get the Tree Care Manual done. Sue Brych suggested that volunteers should help Jacque with the planting. Finally, Bernalillo County wants an interim report on the grant: Bernadette Miera from the County will meet with Miriam, Jacque and Reba Eagles to survey the trees planted so far.</p><p>Bob Yuhas announced that the next meeting of the Safety Committee is tentatively scheduled for Tuesday, November 29, 6:30 at Hotel Blue. Attendance at the last two meetings has been disappointing and DNA needs many more block captains. Holly Siebert moved and Reba Eagles seconded a motion for a $200 snack budget for the Safety Committee. The motion passed.</p><p>Bob Yuhas then proposed a “disclosure statement” for people considering buying property in one of our Historic Overlay Zones.  He distributed a tentative draft. (The draft is on file.) The statement informs potential buyers that there are restrictions on renovations or remodels in an HOZ. No vote was taken but there was no objection to the concept or the verbiage. The discussion centered on the mechanics of identifying potential buyers and informing them.</p><p>Holly Siebert said the Care Committee would meet after the holidays. No one has notified Holly of any new neighbors who have moved into DNA recently.</p><p>Dick Deichsel reported that there are no Business Curb Appeal awards for November and that the Residential Award went to Steve Cordova at 607 Luna NW.</p><p>Miriam Ortiz y Pino said the Neighborhood Projects Committee would meet in January. Dick Deichsel wants to repair the lettering and the worn wood on the old DNA wooden signs in the spring. Miriam will continue to investigate signs announcing our meetings and events.</p><p>Nathan Fox sent an e-mail to Mayor Berry (and copied DNA) concerning a proposal by the City administration to move the (Un)Occupy Albuquerque demonstration to Robinson Park at 8th and Central. After some discussion, there was no motion to support Mr. Fox’s letter. Jacque Wright moved and Reba Eagles seconded a motion that DNA write a letter opposing the plan to move the demonstration to Robinson Park. DNA’s letter will emphasize our concern for this historic park, the City’s recent investments in improvements to the park and the fact that the grass will soon be reseeded. There have been break-ins around Marquette and Luna, and auto burglaries around Old Town. APD is ticketing speeders on 12th St. There was a discussion about permits for parties and preparations for traffic and parking around the Twinkle Light Parade.  Sgt. Sanchez said he could make no promises about the parade. If the pigeon-feeding ordinance is passed, it will probably be enforced by Animal Control, not APD.</p><p>COMMITTEES<br
/> The next item on the agenda was scheduled to be a presentation by Maryellen Hennessy (of the Landmarks and Urban Conservation Commission) on solar panels in historic areas. Robert Bello summarized the need for DNA to address the visual impact of solar panels and other emerging technologies installed on the exterior of buildings. Jim Clark suggested we look at guidelines for the Silver Hill neighborhood.<br
/> Miriam Ortiz y Pino moved and Robert Bello seconded that DNA support Latin Fusion’s application for a beer and wine license. The motion passed 11-0.<br
/> Robert Bello brought up a possible issue at 1301 Marble NW, where a single-family house is being converted to apartments. The project was red-tagged, apparently for a roof problem that has been repaired. There was general agreement that current townhouse zoning allows the apartment conversion, though this area is proposed to be single-family in the new Sector Development Plan.</p><p>Next was the scheduled discussion of traffic calming on 12th St. An ad hoc committee of neighbors on 12th has met to discuss speeding and overweight trucks on 12th. Five representatives were at this DNA meeting: Paul Citrin, Susan Citrin, Curtis Hunt, Linda Rodgers and Connie Moore. Paul Citrin summarized the discussion at the meeting of the ad hoc committee and pointed out that the Raynolds Addition was successful in getting appropriate changes on Lead and Coal. Jim Clark said it would be important to have 12th from Central to Lomas designated a collector instead of an arterial. Miriam Ortiz y Pino pointed out that there are more options for slowing traffic on collectors than arterials. Jim said that 12th north of Lomas would be difficult to downsize to a collector because traffic engineers will say that traffic to and from I-40 would be effected. There was some discussion about the process and how to get opinions to the correct party. Traffic studies and policy are the responsibility of the Mid-Region Council of Governments. Reba Eagles encouraged individual letters. Jacque Wright suggested that the October 13 meeting on the Sector Development Plan would be a good venue to voice concerns. Ric Higginbotham moved and Miriam Ortiz y Pino seconded that DNA authorize the ad hoc committee to study the wider implications of changes to 12th Street and gather information. The motion passed.</p><p> Reba Eagles suggested that we need to streamline the handling of the large number of e-mails received by DNA. Because of the rotating chairs, these e-mails now go to several different people.  For instance there was some confusion regarding whether or not we were voting by e-mail on the Latin fusion beer and wine application. Jacque Wright volunteered to be the contact person so we have a single point of contact. Robert Bello moved and Sue Brych seconded to approve this idea. The motion passed.</p><p> Lindi Anderson said the Communications Committee needs articles by the end of December for the next newsletter, to be distributed late in January. She encouraged Connie Moore to submit an article on 12th St. traffic. Robert Bello suggested a review of the recent Houses of the Month (the Curb Appeal awards).<br
/> Lindi asked for people to participate as subcommittee members for the Tour Committee. She also solicited docents and ads for the tour program. Ric Higginbotham gave out copies he had made of the 2010 program to show to prospective advertisers. Then Anna Muller said she would “get all the ads”. The next meeting of the Tour Committee is scheduled for Tuesday, October 18, 6:30 p.m. at Lindi’s house, 421 11th NW. Potluck.<br
/> Jacque Wright reported that she bought the next round of trees for neighborhood planting today at Jericho Nursery. It is still possible to get a free tree, contact her if interested (401-3149).<br
/> Bob Yuhas said that no date has been set yet for the next meeting of the Safety Committee. Attendance has been disappointing so far. He has a survey of the blocks that already have block captains.<br
/> Holly Siebert is working with Jonathan Abdalla to get a high resolution DNA logo for the cards for the Care Committee.<br
/> Reba Eagles proposed a home on the south side of Roma between 13th and 14th for the Curb Appeal Award.<br
/> Miriam Ortiz y Pino hosted the first meeting of the Projects Committee. The committee is researching hangers for neighborhood signs (to announce meetings and events) and looking into a history project. Miriam attended the recent Mayor’s Forum. She encouraged the use of 311 for a variety of issues. Miriam also asked to what extent DNA should announce communications and issues from other neighborhoods.<br
/> Melanie Lewis announced the upcoming Lew Wallace School Fall Festival (Friday, October 28). She encouraged neighborhood involvement in the school, especially since DNA was a major advocate for reopening the school about 15 years ago.<br
/> Ric Higginbotham circulated a letter from DNA and the Raynolds Addition for signatures. He wrote the letter to encourage the City to add a permanent Rapid Ride stop on Central between 12th and 14th. The letter is on file.<br

/> Tim Karpoff of Karpoff and Associates reported on this City project, which narrows Central to three lanes (with a center turn lane) from 8th Street to Rio Grande Blvd.  Karpoff’s firm is one of several involved in the project; he is a “facilitator”. The project also adds a bike lane to 47th Street and redesigns the area where Central and Lomas merge. Another firm, Civil Transformations Co., is gathering traffic data for a year with the new alignment. Several board members questioned whether there was any prior data for comparison. There were also questions regarding traffic on Lomas and the effect on pedestrians on Lomas. Karpoff will send Sue Brych a list of the firms involved.</p><p>COMMITTEE REPORTS<br
/> Robert Bello gave the zoning report. He reported that Maryellen Hennessy will be at our October 5 meeting to discuss the impact of solar panels and other technology in historic overlay zones. Robert proposed that DNA needs to create a policy for this new technology. He said that some solar panel installations are reversible and others are designed to be less obtrusive. David McCain asked if Maryellen could bring pictures of appropriate panels to the meeting. Robert asked the board to have questions ready for Maryellen in October.<br
/> Sue Deichsel will host a breakfast for Neighborhood Clean-up Day (her birthday). Breakfast will be at 8:30 a.m. on Saturday, September 24 at the Deichsel’s, 508 14th NW. The work will start around 9:00.<br

(4)</div><div>DNA  Board Chair, Jennifer deGarmo, called the meeting to order.  A quorum  was present, the meeting duly convened, and ready to proceed with  business.  After introductions, the Board made additions, then approved  this meeting’s agenda, and approved the minutes from the January meeting  as presented.</div><div><strong>Treasurer’s Report</strong> &#8211; Jacque Wright</div><div><strong> </strong>The  1 &#8211; 31 January 2010 beginning balance was $ 18,273.40.  There was  $233.60 income and disbursements totaled $381.50, leaving an ending  balance of $18,125.50.  Jacque W. advised this News Letter ran over the  1/3rd budget allocation approved for 2010.  She asked for the annual  approval amount be increased from $700.00 to $900.00 for 2011.  A motion  was floored, seconded and approved for $900.00</div><div>to be budgeted for the three 2011 News Letters.</div><div><strong>Police Report </strong> &#8211; Sgt. Paul Duran, APD</div><div>Sgt.  Duran stated that activity downtown hasn’t been any different than in  other parts of the city in January, and asked is there were any  questions or concerns.  Robert B. asked if APD had any plans to improve  traffic control for various City events, i.e. the Christmas Eve  luminaria tour, Balloon Fiesta, runs, etc.  Sgt. Duran said he would  bring this concern to the attention of the traffic division and  engineering.  Miriam OYP advised of a couple of rental houses near  Mountain with broken windows that haven’t been repaired by the landlords  for some time.  Sgt. Duran said he would report this to the City  Nuisance Abatement Unit.</div><div><strong>7-11 Convenience Store at 12th and Lomas </strong>- Marilyn Bowman</div><div>Marilyn  B. invited Amy Ricc, the manager of the 7-11 store, to talk about the  changes made to the store and the award she received for those efforts.   Amy was transferred to this Albuquerque store about a year ago.  During  this period she worked with her staff to improve the operation and  appearance of the store,  improve lighting, and reduce pan handling on  the property.  She also stopped mini liquor sales.  Her store was  recognized for it’s accomplishments in a competition with 350 other  stores.  There was a celebration the last week of January and Amy was  awarded a new car.</div><div><strong>Election of Officers and Committee Chairs.</strong> &#8211; Jennifer deGarmo</div><div>Board  Secretary:  Upon Dick Deichsel’s. resignation as Board Secretary, David  McCain volunteered to fill this officer position.  Sue Brych made a  motion to elect David, which was seconded and approved.  Robert Bello  volunteered to fill the Board’s Co-Chair vacancy for the next four  months.</div><div>There were nominations and approvals for a number of Committee Chair positions.</div><div>1. Nominating Committee Chair &#8211; Lindi Anderson</div><div>2. Safety Committee Chair &#8211; Bob Yuhas</div><div>3. Hospitality Committee Chair &#8211; Holly Siebert</div><div>4. Neighborhood Projects Committee Chair &#8211; Miriam Ortiz Y Pino</div><div><strong>Annual Meeting</strong> &#8211; Jennifer deGarmo</div><div>Setting  up the meeting agenda was discussed.  It would include the Board Chair  giving an overview of the DNA’s accomplishments this past year.  Jim  Clark will be asked to present the proposed Sector Plan Update, and  where it is in the process.  Have each Committee Chair talk about their  committees and invite attendees to participate. Re-election of Board  members who have completed their current terms, and election of new  Board members to fill current vacancies.</div><div><strong>Neighbor Curb Appeal Program</strong> &#8211; Dick Deichsel</div><div>The  fifth and last trash can container was installed at Mary Fox Park.  The  Business sign was damaged at it’s last location, but hopefully can be  repaired.  A motion was requested to recognize the 12th and Lomas 7-11  store to be the next DNA Neighbor Curb Appeal Business of the Month.   Motion was floored, seconded and approved.</div><div><strong>Tree Update</strong> &#8211; Jacque Wright</div><div>R. Scott  Carlson is looking for a better nursery source that can supply the  quantity of trees requested at an affordable price.  A number of  attendees indicated their interest to be on the list for discounted  trees.</div><div><strong>EPC Hearing</strong> &#8211; Jennifer deGarmo</div><div>Petra  Morris, the City’s representative assigned to assist with the Sector  Plan Update, asked for a 30 day deferral of the EPC Hearing, because of  injuries she sustained in a vehicle versus pedestrian accident.  The  Hearing has been rescheduled for Thursday, March 10th.  This will allow  more time to send comments to Jennifer to add to the DNA response.</div><div><strong>Zoning</strong> &#8211; Robert Bello</div><div>1.1107  8th St. NW &#8211; owner of R1 zoned, 1500 sq. ft. house, wants to split into  two units.  The Sector Plan update allows.  No reason to oppose.</div><div>2.  A City “Pink Sign” is posted on the 2nd house south of Roma on 14th  Street.  Robert said he would check and advise on what the owner is  trying to accomplish.</div><div>3.  Businesses operated in DNA area residences &#8211; Robert suggested an  inventory of properties with business signs be taken to ascertain their  legality.  It was suggested it would be more efficient to accomplish  this inventory while members were distributing the next News Letter.</div><div>4.  Update the spreadsheet to reflect the City’s current zoning  requirements.  Jennifer suggested Robert contact Jim Clark for  assistance with this project.</div><div>5. Regarding future developer presentations. /> Board Chair, Jennifer deGarmo submitted the treasurer’s report for 1-31 October 2010.  The beginning balance was $18,625.65.  There were expenses paid for retiring Board member gift of $205.00 and Forrester Halloween block party gift of $462.00, for a total of $667.00. This left an Account Balance of $18,208.65 as of October 31, 2010.Jacque Wright wasn’t able to attend the meeting.  She e-mailed the Board regarding setting up a Paypal account. (see Jacque W. e-mail.pdf attachment)</p><p>Chair, Jennifer deGarmo, asked for a motion and vote for the retirement gift for Jim Clark.  David Taylor said he was fine with the gift, but not be paid with nonprofit funds.  Sue B. made a motion to pay for Jim Clark’s gift with DNA Board funds.  The motion was seconded and passed. Robert B. suggested a research of the DNA Board By-Laws be done for clarification about the use of Board funds for this purpose.</p><p>Neighborhood Trees<br

/> Dick Deichsel. showed a photo of the new sign.  Board members indicated they liked it.  The October article didn’t get posted on the website, and Jacque Wright suggested the possibility of putting it in every other month.  The Board’s consensus was, they liked the idea of it being posted every month, and that there was room for two articles, if need be.  Dick Deichsel. suggested he would like to have a smaller exterior stake sign to display for businesses.</p><p>Signs Update<br
/> David McCain ascertained these street signs are about $5,000.00 each.  He talked to the Policy Analyst at Councilor, Debbie O’Malley’s office, and found that there are funds available that may pay for most or all the costs for these signs.  There was discussion about style of sign available (there are two) and location.  The Board was unanimous on the style, and that the location should be at the east and west boundaries of the DNA on Lomas Blvd.  David Mc. said we would complete the application and submit it.  Bob Yuhas mentioned there are two types of signs. Boundary, already talked about, and kiosk signs, announcing events.  There was further discussion about a kiosk type of sign, and whether that should be located at the northern boundary of the DNA on 12th Street, Mary Fox or Robinson Parks.  There may be funds left over from the Robinson Park rehab to locate one there.</p><p>Police Report<br
/> Officers Simmons and Latrell arrived, and asked if there were any questions or crime related concerns.  Robert B. asked what the APD policy was on parking in vacant lots.  Officer Simmons said that APD will respond to property owner complaints.  David Taylor asked about the crime report requested a couple of meetings back.  Chair, Jennifer deGarmo said that Sgt. Paul Duran, from Area Command, had given her a link for crime statistics.  Officer Simmons suggest she contact Sgt. Duran again to request area crime report.  Sue Brych voiced concern about vandalism on 11th St. south of Mountain.  Jennifer deGarmo said she had a problem with people drinking in the alley behind her property, made several calls to APD, but they weren’t registered.  Officer Simmons suggested she get a motion sensor light, and to get incident numbers when calling in complaints.  Jacqueline Guilbault asked about crime around the 7-11 on 12th and Lomas.  Officer Simmons said there hasn’t been much because the patrol officers pull into that parking lot with some regularity.  He mentioned that because the lots are connected, panhandlers will move over to the Lowe’s grocery store lot, but then move back to the 7-11.</p><p>Harwood Art Center Grant<br
/> Chair, Jennifer deGarmo asked if the Board was open to giving monies for Harwood’s future projects.  Miriam Ortiz Y Pino said it would be better for them to approach the Board to request money for projects, rather than the Board approaching them.  David . thought it prudent to apply for grants for these types of projects, before offering DNA funds.  Bernadette Miera will be at the next DNA meeting to present Bernalillo County grant programs available.</p><p>Newsletter<br
/> Lindi Anderson talked to Laura Bruzzese, who said she would produce the next DNA news letter.  Laura Bruzzese. said she would like all articles in by the end of November, because of the Holidays.  She plans on having it printed by the end of January, to be distributed in February, before the Annual Meeting in March.  There was discussion about where to have the Annual Meeting, plus offering food and door prizes.</p><p>Film Location<br
/> Anna Muller advised there was going to be a shoot at 519 11th St. on Nov. 4th, but was only given one day notice by the ABQ Film Board. She complained that more notice needs to be given.  Anna was told the neighborhood needs to be more film friendly, to which she responded the film industry needs to be more neighborhood friendly, or the downtown area will block them out, as has Los Ranchos.</p><p>Sector Plan Update<br
/> Chair, Jennifer deGarmo advised the new Sector Plan Update draft has been completed with some minor changes after the last public meeting.  An EPC Hearing is scheduled for Thursday, December 2nd at 3:30pm.  The draft is available at Consensus Planning and also on their website.  David Taylor said the plan isn’t specific about the changes proposed on 12th St. south of Lomas Blvd.  He requested the Board write a letter specifying the speed bumps not be taken out, 12th St. not be widened to accommodate a left hand turn lane at the south side of Lomas, and that the street be downgraded from arterial to collector.  The Board agreed that most members hadn’t seen the latest draft, and didn’t have enough information to state a position at this point.  Robert Bell made a motion to set up a special DNA Board meeting with Consensus Planning and traffic expert Nevin Hardwick to make a presentation on the changes proposed on 12th St. south of Lomas before the EPC Hearing. /> Jacque Wright and Bob Yuhas expressed interest in the Treasurers position.  Jacque W. said she would like to get Pay Pal set up on the DNA website to facilitate membership payments, and felt she could handle the maintenance of the website and the Treasurer’s position until after the Annual Meeting.  Reba Eagles floored a motion to appoint Jacque Wright temporary Treasurer until after the Annual Meeting.  The motion was seconded and passed.</p><p>Board Chair, Jennifer deGarmo, expressed the need for a Vice-Chair and an additional Board member.  She asked for volunteers and nominations, and to visit this item again at next month’s meeting.</p><p>Neighborhood Trees<br
/> Jacque Wright said that Nicholas Kuhn volunteered to go with her to identify possible tree planting sites.  She also attended a workshop and learned that in a similar program in Portland, OR, a follow-up inspection has been implemented to give the recipient a report card on the care of their new tree.</p><p>Rick Miera asked if residents could buy trees through the program.  Jacque W. said yes, plus a small handling charge. She stated she would get a list of types of trees available and prices.</p><p>Anna Muller mentioned there is grant money available for trees through the county, and that Bernadette Miera would talk about the application process at next month’s meeting.</p><p>Sharon Kane voiced concern that widening 12th St. to create a left turn lane south of Lomas Blvd., proposed in the Sector Plan Update, would take out two mature trees.  David Taylor said he expressed the same concern at the recent Sector Plan Update public meeting, and it was noted.  It was advised that the Sector Plan Update is currently in draft form, and that concerns will be addressed.</p><p>Halloween on Forrester<br
/> Rick Miera said the idea came about after “9/11”, to give parents an option to take their kids Trick-or-Treating in a safe place.   The event has grown to about 1,000 kids last year. Sue Brych voiced concern that the event has gotten too big, so that it’s affecting the residents on adjacent streets.   She stated she ran out of candy in about 15 minutes, and had to turn her porch light off.  Rick M. said there is an effort to get other communities to do something similar to take the pressure off Forrester.  It was also mentioned there may be less children, because Halloween is on a school night this year. Rick M. also mentioned that books and toothbrushes were being given by some of the residents.  He asked for any financial help the Board could give to help the Forrester resident participants to defray costs. Reba Eagles made a motion to contribute $500.00.  That motion was seconded and passed.</p><p>Neighbor Curb Appeal Appreciation<br
/> Dick Deichsel said there were several votes for the residence at 740 Slate NW and for the business, La Casita B&amp;B at 319 16th St. NW.  The article and photos have been submitted to Jacque Wright to post on the DNA website.  The Curb Appeal Appreciation sign should be finished soon, and posted at the current featured home.  It was decided not to create a sign for the featured business at this time.</p><p>Other Business<br
/> Movie Location Contributions:  Anna Muller said Gwave Productions contributed a check for $200.  Good Luck Mr. Gorski production was filmed on 11th St. last week.  The City’s Film Office advised they only had to contribute $50.00 to the community, because they were a small production. Anna M. said she would talk to the City about not doing that in the future, or she would take the issue to the Mayor’s office.</p><p>Neighborhood Signs: Jacque Wright found out the City paid for Huning Castle’s sign.  Cost can be in the $5,000 range.  It was suggested to contact Debbie O’Malley’s, and Ike Benton’s office to ask for help with cost.  Dave McCain said he would contact Ike Benton.  Anna Muller interjected getting the City to pay anything is going to be difficult, but would contact Debbie O’Malley.  David Taylor suggested making a written request to representatives, then follow-up with phone calls.  Jennifer deGarmo said she would write letters to the representatives.  Jerry Ortiz Y Pino was asked if any monies left over from the Robinson Park allocation could be used for signs.  He advised the money can only be spent for Robinson Park, which is a sign location option.</p><p>DNA Website: Jacque Wright will get Pay-Pal set up on the website.  She said she would also get the Sector Plan Update information posted with links.</p><p>Trash Can Containers for Mary Fox Park:  Rick Miera talked to City Parks &amp; Rec.  He was advised there was no budget for these items, but they would see what they could do.</p><p>News Letter: Lindi Anderson will see if Laura Bruzzese is still willing to do the News Letter. LUCC Hearing is scheduled for Oct. 13th.</p><p>The proposed renovation and addition to the old theater on Central did not include a request for variances at the facilitated meeting with Mr. Rembe and Hunning Castle.  Robert B. received an e-mail from Mr. Rembe this date, asking for a DNA letter of support for a zoning variance. With discussion, it was decided that since there was no request for variances at the facilitated meeting, having not received any input from Huning Castle, and the shortness of notice, the DNA could not respond to his request. style="text-decoration:underline;">Treasurer’s Report</span></strong></p><p>Jim  Clark submitted the treasurer’s report for 1-31 July 2010.  The  beginning balance was $18718.05. Residence and business membership fees  were deposited for a total of $130.00.  $302.40 was paid  to Downtown Printing for the July Newsletter, leaving an Account Balance  of $18,545.65 as of July 31, 2010.</p><p><strong><span
style="text-decoration:underline;">Police Report</span></strong></p><p>There  were two APD officers present.  A crime report is being  created, and will be e-mailed to the DNA Board.</p><p>Due  to retirements, promotions and new officers coming on line, there is a  new chain of command.  Lt. Kevin Rowe will head up the  Valley Command.</p><p>Guest, Jeffery Locke,  voiced his concern about numerous incidents of rocks being hurled at his  house on the corner of 10<sup>th</sup> and Mountain. This activity has  created damage to his property, plus is a safety issue for pedestrians  and vehicles on Mountain.</p><p>There were a number of  questions and discussion with the officers regarding the 7-11 store  issues plus the effects Lowe’s grocery store application for a liquor  license.  One officer’s opinion was, Lowe’s adding the sale  of liquor products might create additional crime problems for the  surrounding community.</p><p>A question was asked  about the best way to deal with problem houses in the neighborhood.   The officer advised to call 242-COPS for police follow-up every  time there is a problem.  The community is the eyes and  ears to help the police be more effective.  Also, start  neighborhood safety programs such as ‘Neighborhood Watch’.</p><p><strong><span
style="text-decoration:underline;">Lowe’s Grocery  Store Rehab – liquor license</span></strong></p><p>Co-Chair, Jennifer  deGarmo, asked Rick Miera to act as moderator for one minute comments by  Board members and guests regarding Lowe’s liquor license application as  part of the store rehab proposal.  Rick asked all to be  respectful of each other, and that this is the beginning of what will be  a negotiating process.  17 people spoke in favor of the  rehab to include the liquor license.  3, including the APD  officer were against, and 2 expressed concerns if there are no  restrictions and conditions.  Co-Chair, Jim Clark wrapped  up, advising the next step is Lowe’s applying for the liquor license,  which will be followed by public hearings.  Issues such as  safety, product limit, etc. will be addressed at these hearings.</p><p><strong><span
style="text-decoration:underline;"> </span></strong></p><p><strong><span
style="text-decoration:underline;">Tree  Proposal/Bid</span></strong></p><p>Jacque  W. said about 25 trees were planted last year.  Scott  Carlson stated those trees costs ran in excess of $400.00 per tree using  a contractor.  The cost could be reduced considerably with  smaller trees from local growers through the DNA to the user.  A  15 gallon sized tree, including stake, planting and mulch would cost  about $150.00.  Jacque advised the smaller trees would  adjust and grow faster than the larger trees.  Jacque and  Scott will look for sources to support this program.</p><p><strong><span
style="text-decoration:underline;">Neighbor Curb  Appeal Award</span></strong></p><p>Dick  Deichsel and Bob Yuhas investigated sign types and design.  A  quality baked enamel metal post frame that is easy to install and  remove, such as a Realtor sign, with a heavy duty hanging plastic sign  was quoted at Stubblefield Screen and Print Company for $150.00.  After  some discussion, it was decided to have this sign design for  residential properties, and to come up with another type of sign  recognition for businesses.  A motion was floored, 2nd and  passed to order one sign for residences as proposed.</p><p><strong><span
style="text-decoration:underline;">DNA Marquee Sign  Bids </span></strong></p><p>Holly Siebert got bids ranging from  $3-5,000.00.  Anna Muller said she had a source to contact.   There was discussion that the DNA needs to determine the what,  where and why before going to bid for the signs.  It was  decided to continue this item at the next meeting.</p><p><strong><span
style="text-decoration:underline;">Zoning and  Development Actions</span></strong></p><p>Robert Bello said the  City Council denied the request for appropriateness for the Jon Anderson  project.</p><p>There is still parking problems created by the limousine service  operating out of their house on 11<sup>th</sup> Street, between Fruit  and Roma.  Affected residents were advised to continue  calling 311 and City Zoning Department, plus take photographs.  There  was a motion, 2<sup>nd</sup> and passed, to write a complaint letter  from the DNA to the Zoning Department, with a copy to the appropriate  City Councilor.</p><p>Rudy Lucero appealed to have the stop  signs re-installed for the east west direction at 14<sup>th</sup> and  Marble, making this intersection a four way stop.  He was  advised this subject will be brought up at the next Sector Plan Update  meeting.</p><p><strong><span
style="text-decoration:underline;">Sector  Plan Update</span></strong></p><p>The next meeting is  Wednesday, August 18<sup>th</sup>.  The meeting’s focus  will be on Central Ave.  Next will be a 3<sup>rd</sup> Draft of the Sector Plan Update, followed by a Public meeting in the  fall.</p><p><strong><span

style="text-decoration:underline;">Treasurer’s Report</span></strong></p><p>Jim Clark submitted the treasurer’s report for January 2009.  Beginning balance was $9,372.62.  Membership dues of $15.00 and Movie Location Fees of $100.00 for a total of $115.00 were deposited.  $70.00 Post Office Box Rental was paid. .The month-end balance was $9,417.62</p><p><strong><span
style="text-decoration:underline;">Police Report</span></strong></p><p>Sgt. Paul Duran was present to represent the APD.  The APD officers are continuing work on speeding and other traffic issues on Central and Lomas.  Members talked about issues with homeless, break-ins, etc.  Sgt. Duran said to e-mail him directly, <a
href="mailto:paulduran@cabq.gov" target="_blank">paulduran@cabq.gov</a>, with information or concerns.  He was also asked if crime statistics could be presented at a future DNA meeting.   He stated that they were, and would try to have them available at the next DNA meeting.</p><p><strong><span
style="text-decoration:underline;">Zoning and Development Actions </span></strong></p><p>1.     Lora Vassar presented for Steven Sacks, re garage conversion to art studio at 609 11<sup>th</sup> St. NW.  Plan is to expand existing garage 8’ forward and 10’ to one side with no variances required.  The DNA Board will vote by e-mail and a letter reflecting the results will be sent to the LUCC.</p><p>2.     Owner David Liotta presented, re windows not approved by LUCC on the renovation of 224 14<sup>th</sup> St. NW for his future personal residence.  Problems sited by the LUCC were window sizes, windows not having true divided light, and north kitchen window being too small.  Mr. Liotta stated that permits were issued based on the windows installed, but the LUCC pulled the permits, because said windows didn’t match the ones he was replacing.  Mr. Liotta is claiming hardship, saying the cost of replacing the new windows with ones the LUCC requires, would not leave him with enough funds to finish the renovation, causing him to loose the house and force him into bankruptcy.  DNA Chair, Jim Clark, advised Mr. Liotta to write a letter to the LUCC advising the benefits of the windows he installed and plead his case.  The DNA Board will vote by e-mail and a letter reflecting the results will be sent to the LUCC.  LUCC hearing date is scheduled for March 10th.</p><p>3.     1216 (1200) Lomas NW – Conrad Skinner Townhome Development:  Application was withdrawn.  ZHE Hearing was scheduled for Feb. 16<sup>th</sup>.</p><p>4.     601 11<sup>th</sup> St. NW – Steven Sacks &#8211; Front gate Arbor: Mr. Sacks will not pursue getting permits, and will remove arbor frame.</p><p>5.     1008 Forrester NW – James Opel – Demolition of 441 sq.’ single car garage then building a new 750 sq.’ double car garage, with  a 2<sup>nd</sup>. floor office space. There was discussion about the second floor office space being able to look down on neighbors yards, and possibilities to avoid this problem.  The LUCC Hearing is scheduled for February 10, 2010.</p><p><strong><span
style="text-decoration:underline;">Activities &#8211; Updates</span></strong></p><p>1. Sector Plan Meetings</p><p>a. The next Committee Meeting is Wednesday, Feb.10<sup>th</sup> @ 5:30PM, at the Consensus Planning office &#8211; 302 8<sup>th</sup> St. NW.</p><p>b. A Sector Plan Public Meeting by Consensus Planning is on Saturday February 20th, 10:00 am to 12:30 pm at Manzano Day School.</p><p>2. Home Tour Committee</p><p>Lindi Anderson and Jacque Wright advised:</p><p>a. Scheduled for Sunday, May 9<sup>th</sup> – Mothers Day</p><p>b. That seven homes have committed – are fairly close together and mostly south of Lomas.</p><p>c. Work needs to be done on advertising.</p><p>d. Advanced ticket sales be available on website and purchased on Pay-Pal.</p><p>e. A motion was submitted and passed to authorize $500.00 for promotion of the Home Tour.</p><p>3. The DNA Google Blog is set up.  Jacque Wriight advised to go to the topic,</p><p>then make comments.</p><p>4. Gabe Campos suggested setting up a link to Google Maps on the DNA website, for a virtual tour of houses in the historic neighborhoods.</p><p><strong><span

id="more-523"></span></p><p>Agenda – Anna Muller asked to add a report about Robinson Park to the Agenda.  A motion was made to approve the amended agenda.</p><p>Treasurers Report – No income during the month of October.  Expenses for logo design thank-you gifts, bulb give away and Forrester Halloween Candy donation came to $685.96 leaving a balance of $9,625.25.</p><p>Police Report  &#8211; 3 officers were present at the meeting.  Ray Mason has been appointed as the new Area Commander.  There were 25-50 traffic citations written for the month of October for speeding violations on 5<sup>th</sup> &amp; 6<sup>th</sup> streets between Lomas and I-40.  Jennifer deGarmo expressed concern about the number of break-ins in her neighborhood.  The officers stated that with the recession burglaries are rampant across the city, not just the downtown area.  The number to call to file a crime report is 768-2330.  This can be done over the phone and eliminates the need for an officer to personally take the report.  Yvette Garcia is also available to do a Crime Prevention Program at one of our Board Meetings if we desire.</p><p>Zoning – Conrad Skinner requested the Board’s support of his proposed Townhouse Project for the Southwest corner of 12<sup>th</sup> &amp; Lomas.  This is currently a vacant lot and has been vacant for over 30 years.  The lot is zoned RC and he is asking for a height variance of 6’ for roof deck stairwells.  He is also asking for a reduction of the landscape buffer on the South side of the lot from 10’ to 5’ and a setback variance for the North (Lomas) side of the property which would result in a 0’ front yard setback. This is the second time he has presented this project and has decreased the height by one floor.  Concern was voiced over increased traffic at Lomas and 12<sup>th</sup> St. as well as traffic down the alley.  Concern was also expressed about the need for additional parking and a desire for decreased density.  Mr. Skinner is currently seeking to put 5 units on this site.  After a lengthy discussion Jacque Wright made a motion proposing that the DNA Board write a letter of support for this project with the following conditions:</p><p>a. TO SUPPORT the request for a reduction in the sideyard setback along the north property line (southern right of way of Lomas Blvd NW) provided that permission be obtained from the City to install a continuous 3’ wide landscape planting strip in the right of way, or failing that to provide a minimum of 36 square feet of planting area on the north side of each constructed townhouse unit;</p><p>b.  TO SUPPORT the request for a reduction in the sideyard setback along the south property line from 10 feet in width to 5 feet in width;</p><p>c. TO SUPPORT the request for an increase in the maximum building height from 26 feet to 32 feet to allow the construction of a stair tower penthouse of approximately 48 square feet in area.</p><p>The motion was seconded by David Kelleher, voted upon and passed.</p><p>Newsletter – David McCain reported that the DNA Newsletter is ready to print.  Laura Bruzzese had requested that it be printed in color to highlight our new logo.  The cost for color on one side of the newsletter would be $1010.00 as opposed to $300.00 for black and white.  David has sold Downtown Printing and could not guarantee that the 50% discount which he has extended to the DNA would continue with the new owner.  After a brief discussion, Robert Bello made a motion to print the newsletter in black ink and put the color version on the web-site and send it to the email list. This motion was seconded by Jacque Wright and passed.</p><p>Other zoning items – new windows at 416 13<sup>th</sup> st.  these windows have been approved by LUCC and it was agreed that no comment was required from the board on this project.</p><p>1005 Forrester NW is asking to build a detached structure – it was decided that more information was necessary before any action could be taken by the Board.  Robert Bello volunteered to contact the owner.</p><p>It was reported that the liquor license transfer from Brick Yard Pizza to the second floor of the building at the Southeast corner of 4<sup>th</sup> and Central had been approved in spite of opposition from the DNA.</p><p>Robinson Park – Anna Muller reported that the benches and tables have been installed at Robinson Park and that they look great.  The fountain is being renovated and she suggested looking into the possibility of having some playground equipment installed somewhere along the North side of the park.</p><p>The Sector Development Committee will meet at the office of Consensus Planning on Wednesday November 11<sup>th</sup> at 6:30.</p><p>There was a motion to adjourn at 10:00 pm.</p><p>&nbsp;</p><p></p> ]]></content:encoded> <wfw:commentRss>http://abqdna.com/2009/11/november-dna-board-meeting-minutes/feed/</wfw:commentRss> <slash:comments>0</slash:comments> </item> </channel> </rss>
