/> Board members in attendance: Robert Bello, Miriam Ortiz y Pino, Jacque Wright, Lindi Anderson, David McCain, Bob Yuhas, Holly Siebert, Reba Eagles, Chan Graham, Melanie Lewis, Curtis Hunt, Sue Brych and Rick Miera.  Two board members were absent. Twelve other neighbors also attended, as well as two representatives from APD and two from the City Planning Department. Sign-in sheets are on file.<br
/> Acting Board Chair Reba Eagles called the meeting to order at 7:00 p.m.  Introductions were made. The agenda was approved. The April 4 minutes were approved.<span
id="more-2149"></span></p><p> Jacque Wright gave the Treasurer’s Report. For the month of April there was $840.26 in revenue, including $665.26 in advance ticket sales for the tour. Expenses were $994.87 for a balance of $17,193.48 on April 30. The report was approved and is on file.</p><p> POLICE REPORT<br
/> APD Sergeant Cori Lowe updated the meeting about the situation on Roma between 7th and 8th, which was brought up at the April meeting. Several arrests were made in the days after the meeting and a neighbor reported that the block is much quieter.<br
/> Sue Brych asked about an incident last week near Granite and 12th, which resulted in a large police response with residents told to stay in their homes. Sgt. Lowe reported that a driver with warrants had sped away from a routine stop and was later apprehended.</p><p> SECTOR DEVELOPMENT PLAN<br
/> Petra Morris with the City Planning Department reported on the status of the Sector Development Plan. There have been several meetings in an attempt to resolve the mix of office and residential zoning on Tijeras Ave. between 10th and 12th.  Petra handed out and discussed a timeline showing the area since the 1976 Sector Development Plan, including the several proposals made over the past two years for the new SDP. (The handouts are on file.) DNA has been effective in encouraging limitations on office use on Tijeras.<br
/> Many people commented and asked questions regarding Tijeras between 10th and 12th. Jerry Ortiz y Pino asked about the possibility of spot Single Family zoning for the residences that have no office use. Robert Bello commented that it’s better to have office as a conditional use rather than a permissive use. Petra described research she’s done on past uses and said the area has a mixed history of office and residential uses. She also pointed out that the SDP currently has a proposed amendment that would limit further commercial intrusion into DNA’s residential core. Jacque Wright pointed out that the area has some of the best historic residential architecture in DNA. Jacqueline Guilbault said that there is significant residential use south of Tijeras, not only north. A neighbor who lives just off Tijeras, in the 200 block of 12th,, expressed concerns that a precedent will be set by allowing more than 50% office use. Rick Miera suggested that Petra prepare a written amendment for the Council regarding office use on Tijeras.</p><p> ZONING<br
/> Robert Bello reported that Terry Bruhner has applied to the Landmarks Commission to put solar panels on his house on Luna (in the Fourth Ward Historic Overlay Zone). Robert distributed sketches and pointed out that DNA needs a policy for solar panels in HOZ’s. Robert will call for an e-mail vote on Bruhner’s application.</p><p> TRAFFIC<br
/> Tom Menicucci (with the staff of the City Council) reported that a design study is the next step in DNA’s traffic study. He wants the traffic count to be completed soon while schools are still in session. There was a discussion of the location of the “tubes” which count traffic and record speeds. He asked for input from neighbors (768-3126, tmenicucci@cabq.gov).</p><p> COMMITTEES<br
/> Lindi Anderson reminded the meeting that the Mother’s Day historic homes tour is only 11 days off (Sunday, May 13). She solicited docents, especially for the Palms trading Co.  Lindi reported on the sites of free parking and the will-call procedure for tickets sold in advance.<br
/> Robert Bello will submit the petitions regarding limitations on office use on Tijeras.<br
/> Lindi gave the Communications report and told the meeting that articles for the summer newsletter need to be submitted for editing to Laura Bruzzese by June 15. That schedule insures that the newsletter will be out in time to announce the Neighborhood Night Out in August.<br
/> Jacque Wright reported that the Tree Care Manuals were done and distributed some copies. Jacqueline Guilbault said that Lew Wallace School was interested in a project in which students plant vegetable gardens in neighbors’ yards.<br
/> Reba Eagles said that the DNA auxiliary signs (to announce events) will be in place in time for the tour.<br
/> Jerry Ortiz y Pino encouraged DNA to coordinate the statements to be made about the Sector Development Plan at the Council meeting on May 7. /> Acting Board Chair Bob Yuhas called the meeting to order at 7:00 p.m.  Introductions were made. New Board members Chan Graham, Melanie Lewis and Curtis Hunt were recognized. Bob Yuhas distributed a roster he had produced, which included all 15 current board members with contact information.  The agenda was approved with the addition of a report from Anna Muller on filming in the neighborhood. The March 7 minutes were approved.<span
id="more-2016"></span></p><p> Jacque Wright gave the Treasurer’s Report. For the month of March there was $772.56 in revenue from membership dues, ticket sales for the home tour, advertising for the tour brochure and movie fees. Expenses were $829.08 for Annual Meeting refreshments, and trees and mulch for the Tree Project. The March 31 balance was $17,348.09. The report was approved and is on file.</p><p> POLICE REPORT<br
/> APD Sergeant Cori Lowe gave the Police Report. She is DNA’s new point of contact with APD and she encouraged residents to contact her during work hours. Her work cell phone number is 239-8198 and she normally works Wednesday through Sunday from 3:00 p.m. to 11:00p.m. Her e-mail address is clowe@cabq.gov. The February incident report for DNA was quite low, mostly a few auto and home burglaries. There was a question from the audience regarding drug activity around 7th and Roma.</p><p> SECTOR DEVELOPMENT PLAN<br
/> Jim Clark gave an update on the DNA Sector Development Plan. It has now been three years since the first meeting of the SDP steering committee. After several hearings before the Environmental Planning Commission (EPC) and the Land Use Planning and Zoning Committee of the City Council (LUPZ), the full Council held the first hearing on March 28. There are 28 amendments being reviewed by the Council. Jim said it was important to remember that the SDP can be amended at any time in the future after the Council passes it. The DNA will have an important responsibility to report violations, so board members and other interested neighbors need to be aware of the different zones and their restrictions. The next Council hearing<br
/> will be on Monday, May 7 at 5:00 p.m.</p><p> ZONING<br
/> Robert Bello reported that there are no new zoning issues now in DNA.<br
/> The Gentry law office at 1100 Tijeras NW is now a proposed amendment to the Sector Development Plan. The Gentry’s proposed the amendment after they lost their appeal to the Zoning Hearing Examiner to convert their “50-50” office-residential designation to 100% office. Jacqueline Guilbault asked about 1101 Tijeras NW, the residence used as a law office across the street from the Gentry’s. A discussion ensued about the City’s idea of Tijeras between 10th and 12th as a commercial “buffer zone”. Several people commented that a buffer is unnecessary since there is so much vacant commercial space in the downtown core. One comment was that the encroachment of office use into DNA’s residential areas undermines both the commercial and residential areas. Anna Muller said that the downtown commercial core has a 27% office vacancy rate, the highest in the city, so there is no need for residential structures to be converted to offices.<br
/> Robert reported that there is an application for a bed and bath addition to the house at 708 Granite NW. Both the house and the proposed addition are quite small and there was no objection.<br
/> Rick Miera commented on the vacant lot at Second and Silver, owned by the City. There are discussions about development, including a proposal for a grocery.</p><p>COMMITTEES<br
/> Lindi Anderson updated the meeting on plans for the May 13 historic house tour. The final meeting of the tour committee will be on Tuesday, April 17, 6:30 p.m. at Ric Higginbotham’s house, 1401 Roma NW. Potluck. Lindi asked for more volunteers as docents. Ric said that plans are progressing for Lew Wallace students to have an art contest based for drawings of the homes on tour.<br
/> Lindi reported for the Communications Committee that the summer newsletter will come out near the end of July, in time to announce the National Night Out in August. Articles should be submitted to Laura Bruzzese by June 30.<br
/> Jacque Wright requested that the board approve an additional $200 for the Tree Project.  This will provide funding in the event that tree planting costs exceed the $3,000 provided by the Bernalillo County Grant. Reba Eagles moved and Robert Bello seconded a motion to approve the expenditure. The motion passed.<br
/> Bob Yuhas (Safety Committee) reported that he is producing a list of block captains with e-mail addresses. The e-mails are good to spread the word when a block captain sees suspicious activity.<br
/> Holly Siebert (Care Committee) is planning the National Night Out for August.<br
/> Dick Deichsel has identified Dick Chapman’s house (1200 block of Roma) for the next Curb Appeal Award. He has so far not been able to contact Mr. Chapman. Dick and other members also refurbished the older wooden DNA signs in preparation for the tour.<br
/> Miriam Ortiz y Pino reported that the Projects Committee will meet in June after the tour is over.<br
/> Reba Eagles has gotten a quote of $804.60 to add hanging announcement signs to the two DNA signs on Lomas. The vendor wants a 50% deposit. Robert Bello moved and Miriam Ortiz y Pino seconded a motion to approve the $402.30 deposit. The motion passed.<br
/> Curtis Hunt reported that the City has contracted with ARC Consultants to begin the study of DNA traffic. Curtis will get a copy of the contract to get a better idea of the scope of the study.<br
/> Anna Muller reported that “In Plain Sight” has finished filming for this season. The producers sent DNA a check for $100 for use of sites in our neighborhood.</p><p>Robert Bello suggested that the annual board retreat should be postponed until June since so many board members are heavily involved in the May 13 home tour. Dick Deichsel moved and Miriam Ortiz y Pino seconded a motion to delay setting a date for the retreat. The motion passed.<br

/> Sergeant Amy Sutler of APD gave the Police Report. DNA crime statistics were generally low in February. APD received several compliments from the audience. Sgt. Sutler described the “hot spots tactical plan”, which places undercover officers in areas with a history of home or auto burglaries. Sgt. Sutler asked for suggestions from the audience. There was a complaint about recurring problems in the long alley from Orchard to Mountain, between 11th and Forrester.</p><p> The February 1 minutes were approved.</p><p> Jacque Wright gave the Treasurer’s Report. For the month of February there was $158.88 received in dues and $47.65 in home tour advance ticket sales. (Both amounts are after the PayPal fees are deducted.) Advertising revenue from the Tour program totaled $1235 and Jacque reported that the printing of the program will be covered in full from this ad income. There were no expenses in February. The ending balance was $17,398.61. The report was approved and is on file.</p><p> City Councilor Debbie O’Malley reported on recent activities of the Council. She described the redistricting process, which she described as partisan.   Councilor O’Malley’s district is larger now and includes all of DNA. The mayor has signed the new boundaries into law so any challenge would now have to take place in the courts. She announced that the full Council will hold a hearing on the Sector Development Plan at 5:00 on Wednesday, March 28. A consultant has been hired for the upcoming downtown traffic study.</p><p> State Representative Rick Miera reported on the recent legislative session. It was a 30-day session, intended primarily to concentrate on the state budget. Only 77 non-budget bills were passed and many of those will be vetoed.  There is “a little more” funding for education and the Rail Runner is safe for the time being. There was approximately $300 million approved for the renovation of the traffic interchange at I-25 and Paseo del Norte, which will ultimately cost about $900 million. Funding for higher education will now be based in part on graduation rates and there is a greater emphasis on two-year programs. The legislature approved $150,000 for the City to improve Robinson Park and Rep. Miera encouraged DNA and other neighbors to participate in the planning. There was a brief discussion of our neighborhood’s aging infrastructure.</p><p> Petra Morris of the City Planning Department gave an update on the Sector Development Plan. She reviewed the two-year process, which is now at the point of being considered by the full Council. She gave out a flyer with contact information for questions about the plan.</p><p> BOARD ELECTION<br
/> Sue Brych described DNA’s policy of two-year staggered terms, which results in roughly half the terms expiring each year in March. There were nine vacant seats, eight of them for full two-year terms and one term for just one year, resulting from a recent resignation. The following six current board members have expiring terms and agreed to be renominated for another term: Ric Higginbotham, Robert Bello, Sue Brych, Rick Miera, Holly Siebert and Jacque Wright. The nominating committee presented the names of Melanie Lewis and Curtis Hunt for two other terms. Each nominee gave a brief summary of his or her background and interests.  Sue asked for nominations from the floor and Chan Graham nominated himself, so there were nine nominees for nine open positions. Sue said that each attendee at the meeting should vote for eight and the person receiving the least votes would be elected to the one-year term. Printed ballots were distributed and the meeting continued as ballots were filled out and results counted.</p><p>ZONING<br
/> Robert Bello reported that the owners of 1100 Tijeras NW had lost their request to the Zoning Hearing Examiner to use the property as 100% office. The ZHE’s letter referred to DNA’s historic opposition to these requests. The owners have been out of compliance for years with respect to the current “50/50” office and residential zoning. Petra Morris reported that the proposed Sector Development Plan would allow the property to be used as entirely office. Robert encouraged letters in opposition.<br
/> Robert then reviewed a few issues from the past year, including two new restaurants in DNA and the progress of solar heat conversions.</p><p> Lindi Anderson and Sue Brych announced the winners of door prizes.</p><p> COMMITTEES<br
/> Lindi Anderson gave an update on plans for the upcoming Mother’s Day Tour (Sunday, May 13). There are eight houses on tour and we still need more docents. Ric Higginbotham reported that students at Lew Wallace School will have an art contest with drawings of the homes on tour.<br
/> Jacque Wright reported for the Communications Committee. She described how to make announcements on DNA’s web site (abqdna.com). Lindi Anderson solicited articles for the Summer 2012 issue of the newsletter.<br
/> Jacque Wright reported that the Tree Committee has planted 59 trees and committed eleven more in three phases of planting. There are no more trees available from the County grant, which was also used to fund copies of the USDA tree care manual.<br
/> Bob Yuhas gave the Safety Committee report. He described the Neighborhood Watch program, which emphasizes “eyes on the street” organized block by block. DNA needs 17 more block captains. He encouraged people to report non-emergency problems to 242-COPS.<br
/> Holly Siebert described the Care Committee, which provides services for people new to the neighborhood and organizes the annual Neighborhood Night Out in August.<br
/> Dick Deichsel described the monthly Curb Appeal award, given to homes or businesses that have improved their appearance from the street.<br
/> Miriam Ortiz y Pino reviewed DNA projects, including getting the County tree grant and “beefing up” DNA signage.</p><p> ELECTION RESULTS<br
/> Reba Eagles announced the results of the evening’s board elections. The following people were elected to two-year terms: Ric Higginbotham, Robert Bello, Sue Brych, Rick Miera, Holly Siebert, Jacque Wright, Melanie Lewis and Curtis Hunt. Chan Graham was elected to a one-year term.</p><p>Peggy Alford described the badly cracked and uneven sidewalks in the neighborhood. She and several other neighbors have taken falls because of this problem. Several people in the audience commented that they have had problems. Sidewalks are the responsibility of homeowners.</p><p> Anna Muller reported that the Downtown Growers Market is now the largest in the city. It is coordinated by the Downtown Action Team and held on Saturday mornings in Robinson Park at 8th and Central. The new season is scheduled to start in May.</p><p> Heather Brewer with Congressman Martin Heinrich’s office gave contact information for the office. After some discussion, Lindi moved and Miriam Ortiz y Pino seconded a motion to authorize $3200 for flyers, the tour program, a permit to block a street at Mary Fox Park, port-a-lets and other unanticipated expenses.</p><p> Melanie Lewis then introduced Gloria Brooks, principal of Lew Wallace Elementary School. Ms. Brooks thanked DNA for our efforts in 1992, which led to the reopening of the school after the building had been used for many years as an APS administrative office. She reported that enrollment is now 312 students, up from 286 in the previous school year. She then volunteered the school building for some role in the Home Tour, but after a discussion there was no consensus for an appropriate use, especially considering that the school is several blocks away from the homes on tour this year. Ric Higginbotham suggested that the students could draw pictures of the tour homes. Jacque Wright said that DNA would like to support Lew Wallace in some way and suggested that Ms. Brooks make a proposal. Ms. Brooks directed us to aps.edu, which has a link to Lew Wallace.</p><p>ZONING<br
/> Robert Bello opened the zoning report by reporting that Cocina Azul still wants a drive-up window. The City will perform a traffic impact study.<br
/> The City Zoning Hearing Examiner has denied the Gentrys’ application for 100% office use of their property at 1100 Tijeras NW. DNA’s previous letter in opposition is part of the record. The Gentrys are planning to appeal. In his presentation to the ZHE, Nate Gentry said it was difficult to find tenants and admitted that there has been no residential use of the building for most of the last 15 years; so the owners have been out of compliance with the current 50/50 home/office zoning requirement.<br
/> Pasion Latina, the restaurant at 8th and Lomas, is continuing their application for a beer and wine license. Robert will send a letter, reaffirming DNA’s previous vote in support.<br
/> The Board took no position on a full liquor license for Happy’s Fun Lounge on the north side of Central between 5th and 6th. This is the same space that was the site of the much publicized police raid several years ago for underage drug use in an all ages nightclub.<br
/> Robert reported that the Huning Castle Association is in favor of a two-storey bank building proposed for the corner of 15th and Central.<br
/> The last zoning item was a complaint from residents on 16th just south of Lomas. They say that employees of Monroe’s Restaurant are parking on that section of 16th. Robert suggested that board members have lunch at Monroe’s on Saturday, February 11 and look at the situation.</p><p>COMMITTEES<br
/> For the Nominating Committee, Sue Brych announced that the following board terms would expire in March: Robert Bello, Rick Miera, Sue Brych, Jacque Wright, and Holly Siebert. Jennifer deGarmo has also resigned so there are only twelve active board members now instead of the allowed 15. Sue encouraged the five members with expiring terms to stay on the board and said she will try to recruit qualified people for the other positions.<br
/> Lindi Anderson reported that the Tour Committee will meet on Tuesday, Feb. 21 at 6:30 at Lindi’s house, 421 11th St. NW. Potluck. Lindi said the tour pamphlet will cost between $900 and $1000, which she hopes will be covered by the paid ads. DNA’s website has information on ticket prices, advance purchases and parking. But the website has no addresses for the homes on tour because a ticket is required to get the pamphlet with that information. BRGR Restaurant at Third and Central will donate a $6.00 burger with every ticket sold.<br
/> Lindi reported that newsletters are all delivered. There was a discussion of a new name for the newsletter and deleting “quarterly” from the masthead. Dick Deichsel said that the Post Office offers a program for $95 that would allow a newsletter to be delivered to every stop on an individual route. He did not know how many routes are within DNA’s boundaries, so we’re not sure how many fees of $95 would be involved or how many routes also include deliveries outside DNA.<br
/> Jacque Wright reported that DNA has received the second (and last) $1500 installment on the County tree grant. There are requests now for six more trees. There was a brief discussion of copying extra USDA tree manuals for the recipients.<br
/> Bob Yuhas has met with the City Crime Prevention Department for the Safety Committee. There was a good response at the 11/29 meeting and he will send out the next steps for organizing block captains.<br
/> Holly Siebert reported that the Care Committee does not have a meeting scheduled.<br
/> Dick Deichsel announced that 933 11th NW received the latest Curb Appeal Award. It turned out that the property is a rental, owned and maintained by someone who formerly lived there. There were several suggestions for future nominees.<br
/> For the Projects Committee, Miriam Ortiz y Pino reported that there would be no new signs by the time of the annual meeting. Reba Eagles volunteered to order the signs. There was a discussion of encouraging homeowners to clean up their alleys by delivering a tactful notice, including a list of public resources available to assist in maintaining alleys.<br
/> Susan Deichsel said that someone at an urban@abq meeting said that some grandfathered property uses and zonings would expire on March 27, 2012. There was a discussion of the impact of the new sector development plan on these properties but there was no consensus regarding the effect.<br
/> Ric Higginbotham reported that the City has denied DNA’s request for a Rapid Ride stop on Central between 10th and Rio Grande. The Raynolds Association supported us but Huning Castle did not. Ric will try again, with more business support and another attempt for Hunung Castle’s support.<br
/> Curtis Hunt said the Traffic Calming Committee has succeeded in getting a City traffic study, which has not started yet.<br
/> Susan Deichsel will write a grant proposal for beautification, from the City Solid Waste Department.<br

/> Acting Board Chair Reba Eagles called the meeting to order at 7:05 p.m.  Introductions were made. The agenda was approved with the addition of a presentation about City special events.  The November 2 minutes were approved.</p><p>Jacque Wright gave the Treasurer’s Report.  For the period November 1, 2011 through December 31, 2011 there were dues of $60 received, expenses of $1260, for an ending balance of $15,422.08. Expenses included $679.96 for the tree project and $500 for Halloween on Forrester. The treasurer’s report was approved and is on file.</p><p>Sergeant Sanchez of APD gave the Police Report. He had no incident data but said the statistics are available on cabq.gov. Questions for Sergeant Sanchez involved graffiti, the recent shooting in Tiguex Park, the shooting of car windows on Thanksgiving, and drinking in public parks. He encouraged residents to report suspicious activity.<br

id="more-1622"></span></p><p>Craig Rivera of the City Special Events Division spoke on the upcoming statehood centennial celebration in Albuquerque. On June 16, 2012 from noon to 11:00 p.m. there will be numerous events and activities on Central Avenue from Second Street to Tenth St. There will be arts and music on several stages and other venues. He is planning a very large “destination event” with possibly 50,000 attendees.</p><p>Jill Holbert, the Deputy Director of the City Solid Waste Management Division, reported on the city’s plans to increase recycling in the community. Currently 22% of solid waste in Bernalillo County is recycled, compared to 34% nationally. A new recycling plant will open in late 2012 or early 2013. The plant will be managed by the Friedman Corporation in a public-private partnership with the City. Ms. Holbert also summarized current policies for the recycling of paper and metal, and presented the City’s plans to increase the areas where curbside pickup of recyclables is available. The additional areas include the DNA south of Lomas.</p><p>Curtis Hunt gave a report on the Traffic Calming Committee. They met with the City Traffic Engineer in December. The Traffic Engineer has solicited DNA’s input regarding the scope of an upcoming traffic study of the DNA neighborhood. Several board members volunteered to attend a meeting on the traffic study.</p><p>Jacque Wright solicited suggestion ideas for projects for a grant from Keep Albuquerque Beautiful. The Public Waste Department will be issuing a total of $4,000 in grant money and preference will be given to applicants who provide matching funds. Sue Brych moved and Robert Bello seconded a motion to approve the matching funds. The motion passed unanimously.</p><p>ZONING<br
/> Robert Bello introduced Nate Gentry for a presentation regarding 1100 Tijeras Ave. NW. The property is owned by his mother, also an attorney, who has offices in the building. The current zoning requires that the property be used as at least 50% residential. Mr. Gentry is requesting that the City approve the building for 100% office and was asking for DNA’s support. Robert Bello, Reba Eagles and Sue Brych each pointed out DNA’s long time consistent opposition to increased office usage of residential structures. David McCain moved and Robert Bello seconded a motion to oppose Mr. Gentry’s request. The motion passed unanimously.<br
/> Jim Clark and Robert Bello then brought up the impact of the proposed sector development plan on Mr. Gentry’s proposal.  There was a brief discussion.</p><p>Robert then presented a request from Cocina Azul to install a drive-up window in their parking lot. A discussion ensued regarding the impact on traffic at 12th and Mountain. There was a consensus that the drive-up would worsen the traffic flow at an intersection that already has problems. Robert Bello moved and Miriam Ortiz y Pino seconded a motion to oppose the proposal. The motion passed 11-0.</p><p>Robert pointed out that two businesses (Happy’s at 515 Central NW and Sister at 407 Central NW) have applied for liquor licenses. The board took no positions.</p><p>COMMITTEES</p><p>Lindi Anderson announced that the next meeting of the Historic Home Tour Committee will be at Jacque Wright’s house, 509 11th NW, on Tuesday January 17 at 6:30. Potluck. Ric Higginbotham has arranged for the trolley company to give free rides for attendees around the tour area. DNA will pay them $500. Lindi said that we still need more docents.</p><p>Lindi announced that the next newsletter would be ready for distribution in late January.</p><p>Jacque Wright asked for suggestions of sites for the next round of tree planting.</p><p>Bob Yuhas reported that the Safety Committee met at the end of November. There was a good turnout and he will send out information on the next step.</p><p>Miriam Ortiz y Pino will report on signs at our next board meeting.</p><p>There was a brief discussion of holding the March 7 annual meeting at the Kimo (as Craig Rivera had offered earlier) but there was a consensus to keep the meeting at Hotel Blue as previously decided.</p><p>The meeting was adjourned at 8:40.</p><p>Respectfully submitted,<br

Expenses included $679.94 for the purchase of trees and $400.00 to Scott Carlson for tree planting. The treasurer’s report was approved and is on file.</p><p>Jacque Wright then asked the Board to approve $500 to purchase additional trees to plant now, since fall is a good time to plant. These trees will fulfill commitments already made to homeowners. The money will come from the County tree-planting grant. Miriam Ortiz y Pino moved and Sue Brych seconded a motion to approve the request. The motion passed.</p><p>YMCA<br
/> Kia Kennedy of the YMCA described the Infant, Toddler and Pre-School programs offered at the Y’s Child Development Center in the Bank of America Building (Third and Roma). She distributed flyers and described some introductory enrollment offers. There will be a Holiday Open House on December 16. /> Marsha Garcia from Representative Heinrich’s office reviewed the congressman’s events in October, including a Job Fair attended by 10,000 people. Representative Heinrich successfully supported an urban wildlife refuge on the site of the former Price’s Dairy south of Albuquerque. He will also hold a Telephone Town Hall on November 15, emphasizing issues of importance to veterans.</p><p>Dick Deichsel pointed out that our rotating chair policy would expire in January. Jacque Wright moved and Ric Higginbotham seconded a motion to continue the policy through the March annual meeting. The motion passed. /> Robert Bello announced that the next hearing on the proposed Sector Development Plan would be Wednesday, November 30 at 5:00 p.m. in the Council Committee Room on the 9th floor of City Hall (5th and Marquette). Robert proposed that board members attend this hearing and that we consider it our December meeting, since DNA meetings in December often have poor attendance. Jacque Wright moved and David McCain seconded to approve moving our December meeting to November 30. The motion passed. There was some discussion of adjourning to Andaluz or some other place of public amusement after the hearing.</p><p>Robert concluded the Zoning Committee Report with an update on 1301 Marble NW. The property is still being converted from single family to two units. This conversion is allowed under the current Sector Development Plan but not in the proposed new plan. A third unit will be built on the site in a space now occupied by a garage.</p><p>Lindi Anderson reported that the Tour Committee would meet on Tuesday, December 6, 6:30, at Anna Muller’s house, 501 11th NW. Potluck. She solicited docents and ads for the tour program. The program will cost $900. Lindi emphasized that this meeting is important, as we get closer to the tour in May.</p><p>Lindi also gave the report for the Communications Committee. She asked for articles to be submitted before the end of December for the newsletter that will come out in January. Rick Miera will write an article on issues that will be covered in the upcoming legislative session. Since this newsletter will announce the March annual meeting, there was a discussion of the site for the meeting. There was a consensus for Hotel Blue.</p><p>Jacque Wright reported on the status of tree planting supported by DNA’s grant from Bernalillo County. Nine trees are in and 11 more need to be planted. Jacque and Bill are planning to do the planting. Miriam Ortiz y Pino asked if there was any need to revise the budget for the grant. Jacque will get the Tree Care Manual done. Sue Brych suggested that volunteers should help Jacque with the planting. Finally, Bernalillo County wants an interim report on the grant: Bernadette Miera from the County will meet with Miriam, Jacque and Reba Eagles to survey the trees planted so far.</p><p>Bob Yuhas announced that the next meeting of the Safety Committee is tentatively scheduled for Tuesday, November 29, 6:30 at Hotel Blue. Attendance at the last two meetings has been disappointing and DNA needs many more block captains. Holly Siebert moved and Reba Eagles seconded a motion for a $200 snack budget for the Safety Committee. The motion passed.</p><p>Bob Yuhas then proposed a “disclosure statement” for people considering buying property in one of our Historic Overlay Zones.  He distributed a tentative draft. (The draft is on file.) The statement informs potential buyers that there are restrictions on renovations or remodels in an HOZ. No vote was taken but there was no objection to the concept or the verbiage. The discussion centered on the mechanics of identifying potential buyers and informing them.</p><p>Holly Siebert said the Care Committee would meet after the holidays. No one has notified Holly of any new neighbors who have moved into DNA recently.</p><p>Dick Deichsel reported that there are no Business Curb Appeal awards for November and that the Residential Award went to Steve Cordova at 607 Luna NW.</p><p>Miriam Ortiz y Pino said the Neighborhood Projects Committee would meet in January. Dick Deichsel wants to repair the lettering and the worn wood on the old DNA wooden signs in the spring. Miriam will continue to investigate signs announcing our meetings and events.</p><p>Nathan Fox sent an e-mail to Mayor Berry (and copied DNA) concerning a proposal by the City administration to move the (Un)Occupy Albuquerque demonstration to Robinson Park at 8th and Central. After some discussion, there was no motion to support Mr. Fox’s letter. Jacque Wright moved and Reba Eagles seconded a motion that DNA write a letter opposing the plan to move the demonstration to Robinson Park. DNA’s letter will emphasize our concern for this historic park, the City’s recent investments in improvements to the park and the fact that the grass will soon be reseeded. /> Sergeant Sanchez of APD gave the police report. He had no statistics to report. There was a discussion of what neighbors can do about graffiti, noise, and suspected drug dealing. There have been break-ins around Marquette and Luna, and auto burglaries around Old Town. APD is ticketing speeders on 12th St. There was a discussion about permits for parties and preparations for traffic and parking around the Twinkle Light Parade.  Sgt. Sanchez said he could make no promises about the parade. If the pigeon-feeding ordinance is passed, it will probably be enforced by Animal Control, not APD.</p><p>COMMITTEES<br
/> The next item on the agenda was scheduled to be a presentation by Maryellen Hennessy (of the Landmarks and Urban Conservation Commission) on solar panels in historic areas. Robert Bello summarized the need for DNA to address the visual impact of solar panels and other emerging technologies installed on the exterior of buildings. Jim Clark suggested we look at guidelines for the Silver Hill neighborhood.<br
/> Miriam Ortiz y Pino moved and Robert Bello seconded that DNA support Latin Fusion’s application for a beer and wine license. The motion passed 11-0.<br
/> Robert Bello brought up a possible issue at 1301 Marble NW, where a single-family house is being converted to apartments. The project was red-tagged, apparently for a roof problem that has been repaired. There was general agreement that current townhouse zoning allows the apartment conversion, though this area is proposed to be single-family in the new Sector Development Plan.</p><p>Next was the scheduled discussion of traffic calming on 12th St. An ad hoc committee of neighbors on 12th has met to discuss speeding and overweight trucks on 12th. Five representatives were at this DNA meeting: Paul Citrin, Susan Citrin, Curtis Hunt, Linda Rodgers and Connie Moore. Paul Citrin summarized the discussion at the meeting of the ad hoc committee and pointed out that the Raynolds Addition was successful in getting appropriate changes on Lead and Coal. Jim Clark said it would be important to have 12th from Central to Lomas designated a collector instead of an arterial. Miriam Ortiz y Pino pointed out that there are more options for slowing traffic on collectors than arterials. Jim said that 12th north of Lomas would be difficult to downsize to a collector because traffic engineers will say that traffic to and from I-40 would be effected. There was some discussion about the process and how to get opinions to the correct party. Traffic studies and policy are the responsibility of the Mid-Region Council of Governments. Reba Eagles encouraged individual letters. Jacque Wright suggested that the October 13 meeting on the Sector Development Plan would be a good venue to voice concerns. Ric Higginbotham moved and Miriam Ortiz y Pino seconded that DNA authorize the ad hoc committee to study the wider implications of changes to 12th Street and gather information. The committee is researching hangers for neighborhood signs (to announce meetings and events) and looking into a history project. Miriam attended the recent Mayor’s Forum. She encouraged the use of 311 for a variety of issues. Miriam also asked to what extent DNA should announce communications and issues from other neighborhoods.<br
/> Melanie Lewis announced the upcoming Lew Wallace School Fall Festival (Friday, October 28). She encouraged neighborhood involvement in the school, especially since DNA was a major advocate for reopening the school about 15 years ago.<br
/> Ric Higginbotham circulated a letter from DNA and the Raynolds Addition for signatures. He wrote the letter to encourage the City to add a permanent Rapid Ride stop on Central between 12th and 14th. The letter is on file.<br

/> Board members in attendance: Dick Deichsel, Holly Siebert, Robert Bello, Miriam Ortiz y Pino, Ric Higginbotham, Jacque Wright, Lindi Anderson, David McCain, Sue Brych, Bob Yuhas, Rick Miera and Reba Eagles. id="more-1269"></span></p><p> Acting Board Chair Sue Brych called the meeting to order at 7:00 p.m.  Introductions were made. The agenda and August 3 minutes were approved.<br
/> Jacque Wright gave the Treasurer’s Report.  For the month of July, there were dues of $115 received, no expenses, for an ending balance of $17,771.27. The treasurer’s report was approved and is on file.<br
/> There was no representative from APD and no police report.</p><p>CENTRAL AVE. “DIET” PROJECT<br
/> Tim Karpoff of Karpoff and Associates reported on this City project, which narrows Central to three lanes (with a center turn lane) from 8th Street to Rio Grande Blvd.  Karpoff’s firm is one of several involved in the project; he is a “facilitator”. The project also adds a bike lane to 47th Street and redesigns the area where Central and Lomas merge. Another firm, Civil Transformations Co., is gathering traffic data for a year with the new alignment. Several board members questioned whether there was any prior data for comparison. There were also questions regarding traffic on Lomas and the effect on pedestrians on Lomas. Karpoff will send Sue Brych a list of the firms involved.</p><p>COMMITTEE REPORTS<br
/> Robert Bello gave the zoning report. He reported that Maryellen Hennessy will be at our October 5 meeting to discuss the impact of solar panels and other technology in historic overlay zones. Robert proposed that DNA needs to create a policy for this new technology. He said that some solar panel installations are reversible and others are designed to be less obtrusive. David McCain asked if Maryellen could bring pictures of appropriate panels to the meeting. Robert asked the board to have questions ready for Maryellen in October.<br
/> Sue Deichsel will host a breakfast for Neighborhood Clean-up Day (her birthday). Breakfast will be at 8:30 a.m. on Saturday, September 24 at the Deichsel’s, 508 14th NW. The work will start around 9:00.<br
/> Ric Higginbotham asked the board to consider asking the City for a Rapid Ride stop in DNA. We have sufficient density and a large number of residents without vehicles. Ric suggested 12th and Central. Jacque Wright moved and Miriam Ortiz y Pino seconded a motion that Ric write a letter to City Transit. The motion passed.<br
/> The owners of Latin Fusion restaurant (8th and Lomas) introduced themselves and passed out coupons for the restaurant.<br
/> Lindi Anderson reported that the next meeting of the Tour Committee will be a potluck at Jacque Wright’s (509 11th NW) on Tuesday, September 13. We still need a few more suggestions for houses for the tour.<br
/> Rick Miera announced that there will be a neighborhood yard sale on Forrester in the near future. No definite date has been set.<br
/> Lindi Anderson solicited articles for the next newsletter. Articles should be submitted by early December for a January issue (in time to announce the March annual meeting).<br
/> Jacque Wright announced that there are no more trees available for this cycle of planting. She suggested that people look at the conifers by the coffee shop at 8th and Mountain.<br
/> Bob Yuhas reported that the Safety Committee would meet in the next month.<br
/> Holly Seibert reported that the Care Committee met in August.<br
/> Dick Deichsel reported that the next Curb Appeal award will go to Steven Littlejohn at 504 Luna NW. Reba Eagles nominated Steve Cordova’s house on Luna and the suggestion was approved.<br
/> Miriam Ortiz y Pino announced that the next meeting of the Neighborhood Projects Committee will be at her house,  819A 12th St. NW on Tuesday, September 20 at 6:30 p.m. Potluck.<br
/> There was a brief discussion of signs in parks announcing meetings and attachments to the DNA signs on Lomas for the same purpose.<br
/> Miriam announced that e-waste hardware may be taken to the Eagle Rock disposal site.<br
/> Reba Eagles announced the Carnuel parade.<br

(4)</div><div>DNA  Board Chair, Jennifer deGarmo, called the meeting to order.  A quorum  was present, the meeting duly convened, and ready to proceed with  business.  After introductions, the Board made additions, then approved  this meeting’s agenda, and approved the minutes from the January meeting  as presented.</div><div><strong>Treasurer’s Report</strong> &#8211; Jacque Wright</div><div><strong> </strong>The  1 &#8211; 31 January 2010 beginning balance was $ 18,273.40.  There was  $233.60 income and disbursements totaled $381.50, leaving an ending  balance of $18,125.50.  Jacque W. advised this News Letter ran over the  1/3rd budget allocation approved for 2010.  She asked for the annual  approval amount be increased from $700.00 to $900.00 for 2011.  A motion  was floored, seconded and approved for $900.00</div><div>to be budgeted for the three 2011 News Letters.</div><div><strong>Police Report </strong> &#8211; Sgt. Paul Duran, APD</div><div>Sgt.  Duran stated that activity downtown hasn’t been any different than in  other parts of the city in January, and asked is there were any  questions or concerns.  Robert B. asked if APD had any plans to improve  traffic control for various City events, i.e. the Christmas Eve  luminaria tour, Balloon Fiesta, runs, etc.  Sgt. Duran said he would  bring this concern to the attention of the traffic division and  engineering.  Miriam OYP advised of a couple of rental houses near  Mountain with broken windows that haven’t been repaired by the landlords  for some time.  Sgt. Duran said he would report this to the City  Nuisance Abatement Unit.</div><div><strong>7-11 Convenience Store at 12th and Lomas </strong>- Marilyn Bowman</div><div>Marilyn  B. invited Amy Ricc, the manager of the 7-11 store, to talk about the  changes made to the store and the award she received for those efforts.   Amy was transferred to this Albuquerque store about a year ago.  During  this period she worked with her staff to improve the operation and  appearance of the store,  improve lighting, and reduce pan handling on  the property.  She also stopped mini liquor sales.  Her store was  recognized for it’s accomplishments in a competition with 350 other  stores.  There was a celebration the last week of January and Amy was  awarded a new car.</div><div><strong>Election of Officers and Committee Chairs.</strong> &#8211; Jennifer deGarmo</div><div>Board  Secretary:  Upon Dick Deichsel’s. resignation as Board Secretary, David  McCain volunteered to fill this officer position.  Sue Brych made a  motion to elect David, which was seconded and approved.  Robert Bello  volunteered to fill the Board’s Co-Chair vacancy for the next four  months.</div><div>There were nominations and approvals for a number of Committee Chair positions.</div><div>1. Nominating Committee Chair &#8211; Lindi Anderson</div><div>2. Safety Committee Chair &#8211; Bob Yuhas</div><div>3. Hospitality Committee Chair &#8211; Holly Siebert</div><div>4. Neighborhood Projects Committee Chair &#8211; Miriam Ortiz Y Pino</div><div><strong>Annual Meeting</strong> &#8211; Jennifer deGarmo</div><div>Setting  up the meeting agenda was discussed.  It would include the Board Chair  giving an overview of the DNA’s accomplishments this past year.  Jim  Clark will be asked to present the proposed Sector Plan Update, and  where it is in the process.  Have each Committee Chair talk about their  committees and invite attendees to participate. Re-election of Board  members who have completed their current terms, and election of new  Board members to fill current vacancies.</div><div><strong>Neighbor Curb Appeal Program</strong> &#8211; Dick Deichsel</div><div>The  fifth and last trash can container was installed at Mary Fox Park.  The  Business sign was damaged at it’s last location, but hopefully can be  repaired.  A motion was requested to recognize the 12th and Lomas 7-11  store to be the next DNA Neighbor Curb Appeal Business of the Month.   Motion was floored, seconded and approved.</div><div><strong>Tree Update</strong> &#8211; Jacque Wright</div><div>R. Scott  Carlson is looking for a better nursery source that can supply the  quantity of trees requested at an affordable price.  A number of  attendees indicated their interest to be on the list for discounted  trees.</div><div><strong>EPC Hearing</strong> &#8211; Jennifer deGarmo</div><div>Petra  Morris, the City’s representative assigned to assist with the Sector  Plan Update, asked for a 30 day deferral of the EPC Hearing, because of  injuries she sustained in a vehicle versus pedestrian accident.  The  Hearing has been rescheduled for Thursday, March 10th.  This will allow  more time to send comments to Jennifer to add to the DNA response.</div><div><strong>Zoning</strong> &#8211; Robert Bello</div><div>1.1107  8th St. NW &#8211; owner of R1 zoned, 1500 sq. ft. house, wants to split into  two units.  The Sector Plan update allows.  No reason to oppose.</div><div>2.  A City “Pink Sign” is posted on the 2nd house south of Roma on 14th  Street.  Robert said he would check and advise on what the owner is  trying to accomplish.</div><div>3.  Businesses operated in DNA area residences &#8211; Robert suggested an  inventory of properties with business signs be taken to ascertain their  legality.  It was suggested it would be more efficient to accomplish  this inventory while members were distributing the next News Letter.</div><div>4.  Update the spreadsheet to reflect the City’s current zoning  requirements.  Jennifer suggested Robert contact Jim Clark for  assistance with this project.</div><div>5. Regarding future developer presentations. /> Board Chair, Jennifer deGarmo submitted the treasurer’s report for 1-31 October 2010.  The beginning balance was $18,625.65.  There were expenses paid for retiring Board member gift of $205.00 and Forrester Halloween block party gift of $462.00, for a total of $667.00. This left an Account Balance of $18,208.65 as of October 31, 2010.Jacque Wright wasn’t able to attend the meeting.  She e-mailed the Board regarding setting up a Paypal account. (see Jacque W. e-mail.pdf attachment)</p><p>Chair, Jennifer deGarmo, asked for a motion and vote for the retirement gift for Jim Clark.  David Taylor said he was fine with the gift, but not be paid with nonprofit funds.  Sue B. made a motion to pay for Jim Clark’s gift with DNA Board funds.  The motion was seconded and passed. Robert B. suggested a research of the DNA Board By-Laws be done for clarification about the use of Board funds for this purpose.</p><p>Neighborhood Trees<br

/> Dick Deichsel. showed a photo of the new sign.  Board members indicated they liked it.  The October article didn’t get posted on the website, and Jacque Wright suggested the possibility of putting it in every other month.  The Board’s consensus was, they liked the idea of it being posted every month, and that there was room for two articles, if need be.  Dick Deichsel. suggested he would like to have a smaller exterior stake sign to display for businesses.</p><p>Signs Update<br
/> David McCain ascertained these street signs are about $5,000.00 each.  He talked to the Policy Analyst at Councilor, Debbie O’Malley’s office, and found that there are funds available that may pay for most or all the costs for these signs.  There was discussion about style of sign available (there are two) and location.  The Board was unanimous on the style, and that the location should be at the east and west boundaries of the DNA on Lomas Blvd.  David Mc. said we would complete the application and submit it.  Bob Yuhas mentioned there are two types of signs. Boundary, already talked about, and kiosk signs, announcing events.  There was further discussion about a kiosk type of sign, and whether that should be located at the northern boundary of the DNA on 12th Street, Mary Fox or Robinson Parks.  There may be funds left over from the Robinson Park rehab to locate one there.</p><p>Police Report<br
/> Officers Simmons and Latrell arrived, and asked if there were any questions or crime related concerns.  Robert B. asked what the APD policy was on parking in vacant lots.  Officer Simmons said that APD will respond to property owner complaints.  David Taylor asked about the crime report requested a couple of meetings back.  Chair, Jennifer deGarmo said that Sgt. Paul Duran, from Area Command, had given her a link for crime statistics.  Officer Simmons suggest she contact Sgt. Duran again to request area crime report.  Sue Brych voiced concern about vandalism on 11th St. south of Mountain.  Jennifer deGarmo said she had a problem with people drinking in the alley behind her property, made several calls to APD, but they weren’t registered.  Officer Simmons suggested she get a motion sensor light, and to get incident numbers when calling in complaints.  Jacqueline Guilbault asked about crime around the 7-11 on 12th and Lomas.  Officer Simmons said there hasn’t been much because the patrol officers pull into that parking lot with some regularity.  He mentioned that because the lots are connected, panhandlers will move over to the Lowe’s grocery store lot, but then move back to the 7-11.</p><p>Harwood Art Center Grant<br
/> Chair, Jennifer deGarmo asked if the Board was open to giving monies for Harwood’s future projects.  Miriam Ortiz Y Pino said it would be better for them to approach the Board to request money for projects, rather than the Board approaching them.  David . thought it prudent to apply for grants for these types of projects, before offering DNA funds.  Bernadette Miera will be at the next DNA meeting to present Bernalillo County grant programs available.</p><p>Newsletter<br
/> Lindi Anderson talked to Laura Bruzzese, who said she would produce the next DNA news letter.  Laura Bruzzese. said she would like all articles in by the end of November, because of the Holidays.  She plans on having it printed by the end of January, to be distributed in February, before the Annual Meeting in March.  There was discussion about where to have the Annual Meeting, plus offering food and door prizes.</p><p>Film Location<br
/> Anna Muller advised there was going to be a shoot at 519 11th St. on Nov. 4th, but was only given one day notice by the ABQ Film Board. She complained that more notice needs to be given.  Anna was told the neighborhood needs to be more film friendly, to which she responded the film industry needs to be more neighborhood friendly, or the downtown area will block them out, as has Los Ranchos.</p><p>Sector Plan Update<br
/> Chair, Jennifer deGarmo advised the new Sector Plan Update draft has been completed with some minor changes after the last public meeting.  An EPC Hearing is scheduled for Thursday, December 2nd at 3:30pm.  The draft is available at Consensus Planning and also on their website.  David Taylor said the plan isn’t specific about the changes proposed on 12th St. south of Lomas Blvd.  He requested the Board write a letter specifying the speed bumps not be taken out, 12th St. not be widened to accommodate a left hand turn lane at the south side of Lomas, and that the street be downgraded from arterial to collector.  The Board agreed that most members hadn’t seen the latest draft, and didn’t have enough information to state a position at this point.  Robert Bell made a motion to set up a special DNA Board meeting with Consensus Planning and traffic expert Nevin Hardwick to make a presentation on the changes proposed on 12th St. south of Lomas before the EPC Hearing. The motion was seconded and passed with the date and time to be announced.</p><p>Adjourn<br
